Based on the preliminary plat drawing provided to us, the subdivision of Tract C will consist of four (4) lots. We have excavated and logged test holes on each proposed lot that will be used to establish septic reserve areas or platted drainfields for each lot in the subdivision. PROPOSED WELL AND SEPTIC RESERVE AREAS We have prepared soil logs for all test holes (see attached). Per MOA wastewater ordinance AMC 15.65.180. we are required to provide a site map showing a septic reserve area for each lot that meets the requirements set forth in Table 2 of AMC 15.65.180 (see below). TABLE_2 TABLE INSET: Percolation Rate minutes/inch Total Reserved Area (square feet 1--5 10,000 5--12 12,000 12--24 14,000 24--60 16,000 The percolation tests for all four (4) test holes ranged between 3.5 to 3.8 minutes/inch. Based upon Table 2, each lot would require a septic reserve area of 10,000 square feet. As can be seen on the site map, which has topographical information established by Fred Walatka and Associates, the majority of the property has steep slopes (slopes greater than 25%) over the entire area except for occasional small 3701 East Tudor Road, Suite 101 ' Anchorage, Alaska 99507-1259 Phone: (907) 337-6179. In short, there is not enough area on these plateaus to provide septic reserve areas and meet slope setback requirements. Therefore, we are proposing to us platted drainfield sites for this subdivision. Per AMC 15.65.180, 'The lot must contain sufficient area to provide for a structure, and a well or water source, and sufficient area for an original onsite wastewater disposal system and two replacement subsurface disposal fields designed in accordance with the standards and procedures of sections 15.65.040, 15.65.050, and 15.65.060. The plat must designate the maximum number of bedrooms allowed on each lot The area to be used for wastewater disposal system and replacement subsurface disposal fields must be designated on the plat for each lot as being unavailable for use for driveways, parking area, or structures." As can be seen on the detail drawings for each lot (sheets 2-5 of 5), we have shown platted drainfield sites and cross- section details showing the existing slope conditions. Due to the very limited area, we have proposed that the original drainfield sites utilize conventional type deep trenches drainfield and the two (2) replacement disposal fields for each lot utilize deep trench type drainfields served by require Cat II advanced wastewater treatment systems. On the detail drawing is the design criteria for both the original and replacement disposal fields. Due to the limited area, we are proposing the number of bedrooms be limited to a maximum of four (4). There appears to be sufficient area for a structure, driveway, well, and onsite wastewater disposal system for each lot. We are recommending the following notes be placed on the final plat: 1. The original drainfield site for each /of can be a conventional deep trench type drainfield; however, the replacement drainfields shall be served by a Category 11 or Category 111 advanced wastewater treatment system approved by the Municipality of Anchorage. A maximum of four (4) bedroom homes shall be built on each lot 2. Driveways, parking areas, and structures shall not be constructed over wastewater disposal reserve areas. 3. Alternate locations for wastewater disposal reserved area may be used if approved by the municipality. In which case, the locations shown hereon shall move to the new locations and an amended plat shall be filed with the State Recorder's Office detailing the changes. SLOPE WAIVER REQUEST FOR PLATTED DRAINFIELD SITES: As can be seen on the attached detail drawing with cross section details, we are requesting slope waiver for all four (4) lots. All drainfield sites are encroaching upon slopes greater than 25 percent. The following is a list of each lot and the request slope waiver distance: • Proposed Lot 1 — Requesting 20 foot waiver to slope greater than 25%. • Proposed Lot 2 — Requesting 25 foot waiver to slope greater than 25%. • Proposed Lot 3 — Requesting 0 foot waiver to slope greater than 25%. • Proposed Lot 4 — Requesting 0 foot waiver to slope greater than 25%. The slopes below the platted drainfield sites range from 25 to 50 percent slopes on all of the lots. As can be seen on the cross-section detail drawings, we have shown a 25 percent imaginary line starting at 2 feet above the top of the drainrock (2.5 feet above the invert of the distribution lines) for each platted drainfield site. For all the lots, these imaginary lines do not daylight within 50 feet downhill of the lowest drainfield. The slopes below the platted drainfield sites are heavily vegetated. WATER AVIALABILITY: We have performed records research on some of the surrounding properties and have attached the well logs and other well information. Based upon this information, it appears that water availability for this subdivision is marginal. A recent hydrology study was performed for the new subdivision to the North of this project. This new subdivision, now called Roseberry Highland S/D, had a plat note regarding the low well water production. Based upon this plat note, we are recommending a similar note be placed on the plat. The following is the recommended note: 4. A recent hydrology study was performed in the adjacent subdivision now called Roseberry Highland SO indicating low well water production. Similar results may be expected for this subdivision and it should be anticipated that water wells within the subdivision may produce marginal quantities of water and water storage or possible hydro-fracking of the wells may be required to develop an adequate water supply. In regards to four (4) new wells affecting the water availability of the neighboring developed lots, based upon the aquifer test performed in 2012 by Northrim Engineering for Roseberry Highlands S/D, Lots 1-9 & Tract 1, it was stated: "During the flow test, the observation wells had minimal impact from the discharge well. It is anticpated that this will be the case for the proposed water wells in the subdivision. A total of 9 new single family residential water well is not expected to adversely affect neighboring subdivision wells." Given the close proximity of this aquifer test to this proposed subdivision, it is likely that a similar impact will be caused by these four (4) new wells.
