Anchorage (B6) NW, Alaska 1:25,000 Quad. The subject property is predominately an alpine slope covered with medium density Cottonwood; Birch and Spruce trees. The topography ranges from very steep in the N.E. comer of Lot 2, to less than 5% in the S.W. corner of lot one. Both lots have adequate areas with topography less than 25% suitable to construct D.E.C. approved septic systems. The information for Lot 2 was provided under a separate cover. 1. The subject property currently has a dilapidated house trailer with structures added. It is in poor condition and appears to be inhabitable. The trailer was served with a pit privy and a surface water source. The pit privy is in poor condition and appears to be unusable. The surface water was provided by an HDPE line lying on the ground from a stream/spring source over a mile away from the trailer. The HDPE line appears to terminate near the pit privy and does not appear to be connected to the trailer. 2. The property lies adjacent to Eklutna Road and is located in Section 35, Township 16 North, Range 1 East, Seward Meridian. The lot is in the shape of an irregular polygon with the southwest lot line, which is common with the Eklutna Lake Road Right of Way. 3. The property is on the northeast slope of the Eklutna River valley and is approximately 3 miles from Eklutna Lake. Eklutna Lake Road is cut into the slope and the property has a series of natural and manmade slopes and terraces which step-up the mountain and away from the Eklutna River. In general, the property slopes southwest approximately a 60% slope with a 5 to 6 fool cutbank to the northeast of the trailer and a vertical cutbank of approximately 8 feet between the trailer and the road. The cutbank is followed by a 60% slope down to the ditch area of Eklutna Lake Road. The slope from the south to the north appears to be variable with a 25% slope to the south to a 10% slope to the north. The area in the vicinity between the trailer and the upslope cutbank is generally flat. 4. The area, where soils absorption systems can be installed is located at the top of the terrace adjacent to the upper cutbank. There is sufficient area for an original and two replacement systems on the terrace. These systems will meet the slope criteria for trenches and will be at least 50 feet away from a natural or manmade slope of 25% or more. 6!25/02 HansonL2MuniLtrl 5. The soils found during the soils test were sandy silty gravel and silty sand. No water was observed in the test holes, or in subsequent monitoring. These test holes were installed and monitored in May 2002 and copies are attached. An attempt to perform percolation tests near test holes # 1,2, & 3 was made. However, the soils percolated faster than 1 minute per inch. It appears the percolation rate is approximately 40 seconds per inch. A representative sample of the silty soil was taken and analyzed by Alaska Test Lab, 6/10/02. The sieve test, copy attached, indicates there is 58% sand and 8.1 % silt. This satisfies the requirement for the sand to be at least 51%, if the percolation rate is less than 1 minute per inch. 6. For purposes of design, a percolation rate of 5 minutes per inch is assumed. Based upon this percolation rate, a loading rate of 1.0 gal/day/S.F. is assumed. The effective depth of a trench could be 7.0 to 9.0 feet below the distribution pipe, depending upon where the septic tank was located. Based upon a 3 bedroom dwelling, the area required for a 7.0 foot trench would be approximately 33 feet long. This will allow the bottom of the trench to be at least 6 feet above an impermeable layer or bedrock and at least 4 feet above seasonally high ground water. Based upon this design, there is ample room for an original and two replacement on-site wastewater disposal systems on this lot which will meet all the requirements of AMC 15.65 7. There is an existing well and on-site wastewater disposal system on Lot 1, Walsh Subdivision, which is across Eklutna Lake Road from the lot. There are no existing wells, wastewater systems or surface waters within 200 feet of the area reserved for an original and two replacement on-site wastewater disposal systems on Lot 2. It is my professional opinion that the subject lot is suitable for on-site water and wastewater disposal systems, and there is ample room for an original and two replacement on-site wastewater disposal systems which meet all the requirements of AMC 15.65 If there are any questions, please feel free to contact me at (907) 242-0755. in / U Ronald . Box 196650 Anchorage, Alaska 99519-6650 To Whom It May Concern: Re: Lot 1 & 2, Walsh Subdivision Reserve Areas Attached is a drawing, which shows the reserve areas for Lot 1 & 2, Walsh Subdivision. These areas comprise 10,000 square feet on each lot. It is my professional opinion that, with site preparation, on-site soils absorption systems can be placed in any portion of the reserve areas. These systems will meet all requirements in the current MOA code, concerning the placement and separation distances required for such systems. Further, the pit privy, which existed on Lot 2, has been removed and the remainder appears to be properly abandoned in accordance with appropriate sanitary practices. A CD containing photo JPG files shows the areas and the site of the abandoned pit privy. It is my hope the drawing, this letter, and these photos will provide adequate information to grant the completion of the platting process.
