Health & Human Services We are reapplying for a permit to construct a well and septic system on Lot 3, King's Ileights Subdivision. Since our last submittal six additional testholes have been placed on the lot. These holes were much higher on the lot than the previous three. Soil materials encountered were very similar, but the groundwater tabel was lower. The water table was monitored from early August through mid October and the levels recorded. The record of these levels is attached for your review. We have redesigned the septic system based on the highest recorded water levels observed. The proposed system is composed of 2-75' long X 5' wide shallow absorption trenches. The distribution piping is placed at the ground surface and only 6" of drainfield rock is placed beneath the lateral. The bottom of the system is therefore only 6" below the original ground surface. All peat and organic material will be removed and replaced with coarse sand. Insulation will be required atop each trench to prevent freezing or a minimum of 3' of cover will be provided. Soils on this lot percolate well. The primary problem is the presence and location of groundwater. Our monitoring indicates it is possible to maintain 4' separation from groundwater if the system is constructed as currently designed. ANDERSON ENGINEERING P.O. BOX 240773 ANCHORAGE, AK 99524 522-7773 522-6779 FAX October 26, 1998 Municipality of Anchorage Department of Heath & Human Services 825 "L" Street Anchorage, AK 99502-0650 Subject: Lot 3, King's Heights Subdivision Septic System Design Impacts to Adjacent Properties Dear Onsite Services Engineer: The owner of Lot 3, King's Heights Subdivision intends to construct a 3 bedroom home on the lot. We are therefore applying for a permit to construct a well and septic system on the lot to serve the house. The attached site plan and backup documentation identify the size and location of the new absorption trenches to serve the home. It also shows the proposed location of the well and the 100' protective radius. The Area Map shows the location of the nearest septic systems and wells in the area. Testholes were originally placed on the lot in late March of 1997. These holes revealed silty gravel with percolation rates between 5 and 20 minutes per inch. No groundwater was noted in the testholes during excavation nor was any found through April 14, 1997. A survey of the holes in early June found water at 4' below the surface. Much of the water, however, appeared to be runoff and snowmelt as several snow banks remained in the area. Additional testholes were placed in August and the water level was monitored through October 13 which is normally the high water period of the year. The results of the water monitoring are attached. We have designed a 5' wide shallow trench system based on the highest recorded groundwater elevation in the six testholes nearest the primary and reserve septic systems. The trenches will be placed at the surface with only 6" of drainfield rock beneath the distribution pipe. A coarse sand bed will be used to replace the peat and organic layer and to Lot 3, King's Heights Page Two October 26, 1998 maintain a 4' separation from the water. Direct bury insulation will be placed atop the trenches with 2' of cover. In lieu of insulation geotextile fabric may be placed and a minimum of 3' of cover. The surface of the lot slopes from south to north at a rate approximating 10% to 15%. The slope flattens somewhat in the area of the trenches, but a flow divider will be required to insure even flow to each trench. The fall of the lot is more than adequate to provide gravity flow from the septic tank to the absorption trenches. If the system is constructed as designed the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserved space, either surface or subsurface, on any lots located in the area. 4. The scope of this project includes the procurement and placement of a 1,000 gallon septic tank. It also includes the construction of two new 75' long X 5' wide X .5' effective depth absorption trenches at the location shown on the site plan. The trenches must be a minimum of 10' apart. A flow splitter valve will be required as shown. All peat and organic material must be removed and replaced with coarse sand. The specification for the sand is attached. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION 1. A new 1,000 gallon septic tank must be procured from an approved source and installed at the location shown on the Site Plan. Lot 3, King's Heights October 25, 1998 Page Two 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 3. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. The lower drainfield had an initial fluid depth of 10.5 inches and a maximum of 12.75 inches after the addition of 825 gallons of water to the system. This fluid level receded to 11 inches within 71 minutes after the flow of water was stopped. This performance indicates a large surge capacity and an absorption rate well in excess of 450 gallons per day. The as -built inspection report submitted by the engineer overseeing the installation of the system contains some inconsistencies, however the profile sheet indicates that the lower (North) drainfield has 1.4 feet ( = 17 inches) of sewer gravel beneath the horizontal distribution pipe. Based on this data the drainfield was never completely filled up to the distribution pipe at any time during the test. The fact that 825 gallons of water caused the fluid level to build up only 2 '/. inches supports that conclusion. The cleanout pipe tied into the distribution lateral at the east end of the drainfield had no fluid in it any time during the test. The cleanout pipe at the west end of the distribution lateral had approximately '/2 inch of fluid in it at the start of the test and a maximum of 2'/s inches after the addition of 825 gallons of water was added to the system. Based on this observation it appears that that end of the distribution pipe may have settled a few inches during or after installation, however it does not affect the overall performance of the system or indicate that the drainfield is full. Based on the test data it appears that the soil absorption system is functioning adequately for a 3 - bedroom residence at this time.
