This is in addition to the "duck pond" that was previously noted on the design. These surface waters were approximately 42 feet from the proposed tank. During the installation of the septic tank, this waiver amendment was verbally approved by MOA onsite employee Rebecca Carrol. Justification for granting this wavier amendment are as follows: • The grade from the surface waters and the new tank are such that if effluent were to overflow, they would not travel towards the surface waters to the west (see attached photo). • The driveway is located between the new tank and surface watersJ effluent were to overflow, it would be evident to the owner/resident and corrective action taken. • The old tank is close to the surface waters and is steel. The new tank is an improvement in separation and material (HDPE). • The surface waters to the west are believed to be intermittent. • The old tank had likely encroached upon these surface waters for the life of the tank. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. If you have any questions, please contact us at 337-6179. Thank you for your assistance. The septic tank is 36 years old and needs to be upgraded. We are proposing to decommission the existing 1,000- gallon steel tank per UPC and install a new 1,000-gallon Greer HDPE septic tank in the same vicinity. There have been surface waters noted in the past to the southwest of the property, and on the east portion of the lot (by land surveyor Fred Walatka, PLS); however, during our site visit on 8/29/19, the only surface waters noted in the area was at the discharge point of the culvert on the southeast corner of the lot. Although, the surface waters previously noted are not evident at this time, we are still requesting your department honor the existing waivers (granted July 22, 1991) in place from the old septic tank for the new replacement septic tank. Exploration consisted of two t~st holes drilled by Denali Drilling, Inc., employing a Truck mounted, Mobile B-SO drill, fitted with a 6" continuous flight auger. Grab samples were taken at 5.0' intervals,.by pulling the auger out of the test hole and removing the sample from the flights of the auger from near the bit. The soils were visually classified in the field in accordance with Sheets 2 through 4, following the text. The field classificatiou was supplemented by 'laboratory review of samples based on the same criteria. The drilling ~:as supervised and the test holes were logged by B.D. Total rise in liquid level in the sump was 48 inches which corresPonds to a rate of rise of 3.65 gallons per inch. The septic tank was then pumped, and absorption monitoring was carried out for 90 minutes. The resultant plot of absorption vs. time, with the extrapolated daily absorption capacity is attached. The plot of absorption capacity vs. time yielded daily absorption capacity of 49 gallons per day. The required absorption capacity for a 3-bedroom house is 450 gpd. The system fails to meet Municipality of Anchorage requirements. Upgrading of the absorption system will be necessary to co~ly with MOA requirements. Pumping of the septic tank was very difficult due to very thick consistency of material in the tank. Some of this material was found in the absorption system at the beginning of the test. As per our telephone conversation June 24, 1991, the main concern was the creek to leachfield separation. The owners have installed a culvert to contain the drainage on the East of the property along a 140' course as per the attached site plan. The following are the requested waiver distances: A. Septic tank to SW drainage = 52' B. Upper leachfield pipe to upstream culvert end = 81' C. Upper leachfleld pipe to downstream culvert end -- 75' D. Lower (original) leachfield pipe to downstream culvert end = 70' The drainage along the Southwest of the property requiring a waiver of tank to surface water distance is the overflow from a neighbor's lot which is directed under the road to the South. The concrete septic tank is located upstream from the stream bed, but is offset to the East. The stream affecting the septic leachfield was culverted along its natural course to where the nearest portion of the stream to the septic leachfield end is 70'. At this point the surface water enters the road drainage ditch and can not be contained on the property. Stream flow is estimated at 10-20 GPM. Soil in the area is an SM type with the septic system passing adequacy for three bedrooms. The septic system is installed on a bench with a 15-30% slope to the South.
