Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to construct wastewater disposal facilities on Lot 8 of Timberline S/D, located at 10831 Trails End Road. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The proposed system will be constructed between test holes #4 and #5. As can be seen from the soil log, the native material between 2.5' and bedrock at 6' is a gravelly somewhat silty sand with a measuied perc rate of less than 1 minute per inch. The rapid perc rate coupled with the shallow bedrock mandates that 2.5 feet of filter sand be used to bring the bottom of the bed up to the present ground level. Using the soil application rate of 0.7 gpd/sq, ft. specified in the wastewater ordinance for filter sand, this 4 bedroom residence requires a total absorption area of (4 x 150)/0.7 = 857 square feet. The proposed 15' wide by 58' long soil absorption bed design has a total absorption area of 870 square feet. The topography in the vicinity of the proposed construction site slo?,es to the west at 5% - 10%. As discussed with Dan Roth during our 8/11/92 field inspection, there is a 4 high cutbank located approximately 15' west of the northwest corner of the proposed bed which will necessitate issuance of a waiver of the normally requh'ed 50' setback. The enclosed letter to Dan Roth confmning our discussion sets forth the rationale for issuance of the waiver. The reason why the proposed bed has to be within 15' of the cutbank is to preserve room for a future replacement site in the same general area. The proposed 1500 gallon STEP tank will be located in the vicinity of the present.soil absorption trench outside the 100 foot protective radius of the well serving tbis lot. As is also discussed in the enclosed letter confirming the site inspection with Dan Roth, we understand that the intermittent drainage course shown on the site plan does not constitute surface water requiring 100' separation foden septic system components. The proposed projeci will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. Box 196650 Anchorage, AK 995 !9 Dear Mr. Roth: On August 11, 1992 you and I met on Lot 8 of Timberline S/D at 10831 Trails End Road to determine the status of the "intermittent drainage course" on that lot, insofar as it affects the proposed upgrade of the wastewater disposal system. The site Plan in the attached upgrade permit application identifies the locations of the pertinent features. At the time of our site inspection (as was also the case on earlier inspections conducted by FrS) intermittent puddles of water were observable in low spots of the drainage course in question, hut there was no continuous flow path visible on the surface of the ground. You stated that DHHS would not interpret this as surface water requiting a 100 foot setback from septic system components. If continuous surface flow were to occur in this drainage swale at some future time, then it would be necessary to either relocate the drainage course (being careful to not let it impact wastewater disposal systems on adjacent lots) or install a culvert to contain the flow. We also looked at a Iow cutbank (approximately 4 feet high) beside the driveway Which will be 15 feet fi'om the closest part of the proposed soil absorption bed. You questioned whether effluent might daylight out of this bank after the system is in operation. I pointed out that om' soils logs for the test holes in that area indicated that a permeable gravelly sand extended down to bedrock at 6 feet, and said that in my opinion daylighting of effluent was unlikely because it could percolate through the permeable soils beneath the driveway. You indicated that DHHS should he able to issue a waiver of the normally required 50' setback from a cutbank in this case. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall confm~n with Municipal and State requirements. All sepm'ation distances shall be in conformance with Municipal requirements, miless specifically waived. 1.3 The contractoi: shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is aclfieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding ail areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing septic tank is to be properly abandoned by pumping, removing or cutting out the top and backfilling with soil. 2.2 The new septic tank shall be Municipally approved 1500 gallon STEP tank with two compartments, and shall be set level on undisturbed soil. Each compartment shqll be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with watexproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank and the soil absoq)tion system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downs~eam of the septic tank. 3.0 Lift station: 3.1 The lift station mechanism shall be installed in the second compm'tment of the STEP tank. The lift station shall be an "Oreffco" package system as supplied by Anchorage Tank. The lift station compartment of the tank shall be equipped with a watertight manhole riser which extends above ground level. 3.2 The contractor shall be responsible to obtain the necessm3, Municipal eleCtric permit and inspection, and to provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 3.3 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and their proper operations shall be verified by the contractor. The high level alarm box shall be:m6unted inside the residence. 3.4 The discharge line from the lift station to the soil absorption bed shall be 1.25" diameter 160 psi HDPE pipe as supplied by Maskell-Robbins, or equal. An appropriate threaded adaptor shall be utilized to ' connect the HDPE into the lift station tank, and another appropriate adaptor used to transition to the 1.25" diameter Schedule 40 PVC distribution pipe in the soil absorption bed. 4.0 Soil absorption system: 4.1 The soil absorption system shall be constructed by stripping off the peat and reddish sandy loam strata from the designated construction site to expose the top of a gravelly sand stratum at a depth of approximately 2.5 feet below original ground. 4.2 The bottom of the excavation need not be level. Coarse sand complying with Municipal specifications for £dter sand shall be placed in the bottom of the excavation and compacted to create a level surface at the elevation of the original ground surface on the uphill side of the soil absorption bed. ' 4.3 A total of 9 inches of approved sewer gravel shall be placed on top of the filter sand with the 1.25" diameter Schedule 40 PVC distribution pipes laid level such that the pipe inverts are no less than 6 inches above the bottom of the sewer gravel. The.distribution laterals shall have 5/32" holes ch-ilied in the bottoms on 5' centers with the hole spacing staggered in adjacent rows. 4.4 Monitor tubes shall be of 4" diameter and installed in the locations shown on the design di'awings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 4.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A ~ninimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 4.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contom's. Fill slopes shall be no steeper than 3:1. 4.7 All area~s disturbed by the construction shall be covered with 4 inches of topsoil and seeded to promote rapid revegetation. This wurk shall be the responsibility of the owner. 5.0 Inspections: 5.1 A total of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sand leveling and/or filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after f'mal backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. A one-hundred (100) foot separation bergen the well and the leaching area is required. Either your well or leaching area must be moved to comply with state and local health codes. The septic tank ~s fifty~six (56) feet from the well, which is satisfactory. If the well is moved the sewer system will need to be checked for adequacy. The firms in the Anchorage area who performed the test are attached with the letter. Before the test is performed, a four (4) inch olem%o?t m~st be installed to the seepage pi~. If the leaching area ls moved, a soil test will need to be obtained and prior to any constr~ction a permit must be obtained from this office. In the event the adequacy test performed on the existing system fails, an upgrade of the leaching area will be necessary. Prior to the upgrad$~a soils test must be obtained and a permit must be issued by this departmea/t. The septic tank must be pumped and the receipt should be made available to the office.
