Re: The Summit Subdivision Proposed Lot 4 Dear Mr. Anderson: This office has reviewed your proposal for preliminary plat of Lot 4 of The Summit. Based on available soils information and groundwater monitoring, proposed Lot 4 appears to have an area large enough and with adequate soils to allow development using on-site water and wastewater disposal systems. However, prior to approval of the final plat, we will require that the wastewater system reserve area and the well location be shown on the recorded plat. We concur with your proposed plat note concerning development of Tract A-1. Little Campbell Creek must be clearly identified on the plat. 2. The Stream Maintenance and Protection Easement shown must be clearly identified on the plat in addition to the plat note. 3. Plat Note 2. references the ~rivate access driveway. Currently the driveway exists to the west of and adjacent to the drainage easement. Slope stabilization of' the constructed driveway was required along the drainage-way as part of the Notice of Violation for the protection of the water quality in the creek. It should be noted that any modifications or improvements to the driveway will require erosion control measures. 4. Plat Note 3. indicates that other easements exist on the property which are not shown on the plat. Any existing easements which may impact water quality, such as drainage easements, or road rights-of-way, must be shown. 5. Ail septic systems must maintain a protective setback from surface water of 100 feet, including any drainage easement which carries a flow greater that that which can be attributed to a single rain event or snowmelt. 6. The 20 foot drainage easement contains flowing water and cannot be vacated unless another drainage easement is proposed and a revised drainage plan is submitted, stamped by a Professional Engineer, and shows an alternative means of handling the existing drainage flow. 7. A site visit on May 14th established the occurrence of drainage flowing in the ditch excavated along the west edge of the private driveway located on Lot 3. The flow continues past the excavation and drains towards the west edge of the property. Page 2 The Summit Lots 21 May, 1993 2,3 4 The adjacent western property, Amundsen Subdivision, Tract A, contains a drainage easement which is located in the area of the flow's downstream path, apparently dedicated to receive this established drainage. A drainage easement will be required to protect the conveyance and prevent water qualitykquantity problems to surrounding properties. Currently, there is an open enforcement case to resolve the stream restoration problems and water quality concerns at this site. The Developer has acted to comply with most of the requirements identified in the Notice of Violation. However, minor ground work and seasonal revegetation requirements remain to be completed. Several areas will support onsite septic systems. These systelns can be standard trench systems in areas where groundwater conditions will allow and mound systems where the water is withing txvo feet of the surface. A trench system design is included for the proposed Lot 4. In addition, we will provide system designs for two other locations on Lot 4 as well as three locatious on Lots· 2 and 3. The attached soils logs indicate sufficient sites are available for the three locatious on each lot. We are continuing to monitor the grouudwater at the subdivision and will do additional soils exploration when the snowcover finally leaves the area. Substantial effort has been made to identify the most acceptable areas. These areas will be placed on the final plat along with the well locations for development once the plat is approved. The narrative description of the locations identified for each lot is as follows: Lot 4 This is the most acceptable lot with no groundwater encountered in any of the testholes or during the monitoring period. Percolation rates for soils encountered were very quick ranging from 4 to 6 minutes per inch. Shallow trench systems were designed for three locations on this lot. Testhole information, system designs and the site plan are attached for your review. Lot 3 Groundwater was encountered in nearly every testhole on this lot. We have identified an area, however, where the groundwater does not encroach within 6' of the surface. This area is also outside the 100' setback limit from the drainage ditch which crosses the lot at its narrowest point. We have chosen Testholes No. 6, 12 and 18 as the sites for the three septic systems for the lot. The percolation rates on these holes vary from a very Summit Subdivision September 13, 1993 Page Two quick 2 minutes per inch to 27 minutes per inch. We have chosen shallow systems for this area to maintain a 4' separation from groundwater during all seasons of the year. Since the ordinance states a minimum of 2' of unsaturated soil is required for construction of a septic system, it appears that several locations on this lot are acceptable. The systems will be expensive and difficult to construct, but will meet the requirements of the ordinance and work effectively to treat septic effluent. Two testholes were dug near the southwest corner of Lot 3 with marginal results. Groundwater was within 5' of the surface after the 7 day monitoring period. We, therefore, concentrated our efforts on the area immediately west of the existing road and 100' away from the drainage ditch. This area will provide sufficient sites for the construction of three septic systems if necessary. Testhole information, septic system designs and the site plan are included for your review. Lot 2 Lot 2 is also plagued with high groundwater at various seasons of the year. Highest recorded water levels in the areas chosen for onsite systems is 4'. Again, this level is within the requirements of the ordinance and a system can be constructed at this location. It is important to note this is the highest groundwater elevation and during much of the year the elevation is substantially lower. We have chosen Testhole Nos. 7, 8 and 9 as the sites for the three septic systems. The percolation rates for the soils encountered in these holes range from 8 to 10 minutes per inch. Shallow bed systems can be placed in this area to effectively treat the septic effluent. Testhole information, septic system designs and the site plan are included for your review. Lot 1 An as-built of the existing system on Lot 1 was completed to determine whether the separation distance from the lake was a minimum of 100'. We have verified the distance from the existing system and the reserve area exceed the 100' distance. This system is shown on the attached drawings. Summit Subdivision September 13, 1993 Page Three Summary Testhole data and water monitoring has been ongoing on this subdivision since 1989. Areas where the water level was closer to the surface than 4' have been discarded as unacceptable. The areas finally chosen for systems are the best locations on the property. In no case has groundwater been found closer than 4' to the surface. These areas meet all the requirements of the ordiance for an onsite system.
