I am not sure what the condition of the well is at this point in time but I wanted to make you aware of the regulation regarding abandoning or decommissioning wells. For the ADEC Drinking Water Program an “abandoned well” is one that isn’t being maintained in a safe manner and needs to be either properly maintained or decommissioned. Proper maintenance is defined as using the practices described under 6.1 Proper Maintenance in the attached Best Management Practices for Decommissioning Water Wells. If the wells for the Meadow Ridge Estates water system are disconnected from the system but being maintained properly they would be considered inactive instead of abandoned. However if the wells are not being maintained properly they pose a risk to the aquifer and should be either repaired or decommissioned. Roy Robertson, P.E. In this time the well hasn’t been connected to our water system. At this time we have no intention of using this well due to a lack of water. You are listed as the administrative contact and I was hoping you would be able to speak for the Public Water System. MOA needs to know the following: 1. Is the well still there? 2. Is the well connected to the water system? 3. Is the well within 200 feet of the proposed septic system? 4. Do you have any intention of ever connecting the well to the public water system? 5. If the well is disconnected from the water system and you don’t intend to use the well in the future does the water system have any objection to the well being de-classified from a Community Water Well to a private well? Our records indicate that at one point, Meadow Ridge SD was served by the Dawn Water System to the north, but that the well on Lot 9 was tied in to provide additional water. We do not have any records that indicate that the well was disconnected when they switched over to the PWS on Wynter Park #1 B2 L22. We just want to be sure that we are not approving the installation of a septic system within 200 ft of a public water system. Thanks! Looks like the Meadow Ridge SD is a consecutive system served by Alpat water PWS from a well on WYNTER PARK #1 BLK 2 LT 22. The well(s) that used to serve meadow ridge would have likely been disconnected from the rest of the systems when the systems got connected. In theory they could have DC’ed the well from the distro system and then hooked up the home/property that the well sits on. The plat for the subdivision (72-261) indicates that there is a community well site across the road on Meadow Ridge Estates Block 3 Lot 9. We also have some information that seems to indicate that Meadow Ridge Estates is served by a community well on an adjacent subdivision, or at least a portion of it is. Do you have as-builts of the community water systems in this area? Just trying to figure out if there is still a community well on Block 3 Lot 9 that would require the 200 ft separation. I believe the letter is self-explanatory and outlines in detail the problems that we have encountered with the subdivision's water supply. My wife is a registered nurse, and upon discus- sion of the garden hose now being used to feed our house with water, she contacted the public health nurse for the Eagle River-Chugiak area and was told that there was a severe danger of algae formation. We have since that time sampled our water and sent it to you for analysis, and at least as of that time there was no such contamination. Our experiences with the developer have been most unhappy. The enclosed letter outlines the problems we have had in the past. We are concerned for the safety of our new-born infant, and accordingly, we would appre- ciate your advice and assistance in developing a safe water supply. Spe- cifically, there is a danger of algae forming in such a hose which can cause severe health problems and has re- -1i a~lf~igion, the health of our 3 1/2-month-old son ~.n con- suming any such water. Accordingly, we have had no choice but to boil our drinking water. Apparently a tremendous pres- sure had been generated in the water line, and the safety valve on the hot water heater had opened, discharging hot water onto our linoleum floor. We discovered at that time that inadequate provision had been made for the heating of the pmnp house which feeds water into the subdivision's main water line. Specifically, it appeared that the most probable cause was the freezing of the pressure valve on the main water pump and tank, causing the pump to turn on, resulting in a tremendous increase in water pressure. It Mr. and Mrs. Kenneth Wert -2- June 29, 1976 is apparent that had the pump house been adequately heated, this would not have occurred. The same incident reoccurred again during the winter, and we once again had to remove water from our basement floors. We fear that this may have caused perma- nent damage to the linoleum on the floors as of course let- ting standing water accumulate on such a floor can warp the tile. The third incident of a more serious nature oc- curred on or about February 26. My wife, my mother-in-law, and I had been in town for most of the day and returned around 6 p.m. to discover that there were three or four inches of water covering our entire basement. Ail of our down sleeping bags, which had been stored in a closet, were soaking wet, as were some of our bed linen that touched the floor, and of course the furniture and other items in con- tact with the floor. Upon arrivinq home that evening, I immmediately called Mr. and Mrs. O'D~ugherty to inform them of our prob- lem, suspecting that perhaps they had the same difficulty. We were told at that 'time that the reason for the malfunc- tion was that the pressure switch on the pump house was de- fective. It also appeared that the water coming out of -the hot water heater safety release valve was a very dark brown in color, indicating that perhaps the pump had pumped it- self dry. It became apparent at that time that not only was the pressure release valve defective, but the pump it- self had burned itself out probably because of the fact that it had pumped apparently for a continuous period of many hours, reducing the available water to cool the pump in the well shaft, resulting in the burning up of the pump's motor. It became apparent that the pump would have to be replaced, and I assisted you in cutting the ptm]p house in half as it appeared that no adequate provision had been made in the design of the pump house to permit the removal or pulling of 'the pump. The pump house to this day has a cut all the way around it, remains uninsulated, and insula- tion has been stuffed into the air gaps. I really doubt Mr. and Mrs. Kenneth Wert -3- June 29, ].976 that with the advent of cold weather that we will not be facing the same freezing difficulty as before. We were concerned at that time for we had no sup- ply of water, my wife was nine moioths pregnant, and we had house guests. We were forced to haul water to our home for use. During this time my wife had a baby, and we discovered on bringing it home from the hospital that there was insuf- ficient water to even adequately wash the baby. A new pump was put in, but only to the 40/)-foot level. We were told that originally the pump that was in the well was defective because of an inadequate splicing done by someone else and that apparently the pump had burned itself out because of the inadequate splice. Later it appeared that in fact the pump had simply burned itself out. We were told that as soon as a new motor were pur- chased, the pump once again would be placed at the 600-- foot level on-the expectation that that depth was neces- sary to supply adequate water to the subdivision. I wonder whether the well at the 400-foot level will be adequate for our house, the O'Dougherties, and in addition, any future houses that might be built in the subdivision. It appeared that perhaps the cause of the pump's failure was not only the fact that it had pumped a tremen- dous amount of water flooding our basement, but that per- haps the tremendous increased pressure in the line caused by the failure of the pump switch either because it froze or it was defective in the first place, had caused the un- derground main water line to burst somewhere along its length. Since the ground was frozen at that time, you felt it would be too expensive to steam heat the ground, dig up the line, and find the break, if indeed there was One. We agreed that as a temporary measure the best thing that could be done would be to run a garden hose along the surface of the ground, which would at least sup- ply sufficient water to our house and to the O'Dougherties. We of course had to leave the pump running continuously in order to keep this line from freezing during the late winter and early spring. I was told at that time that as soon as the ground had thawed, the line would be repaired. Mr. and Mrs. Kenneth Wert -4- June 29, 1976 I know the water line is deeply buried to avoid frost, but I can't help but believe that by this time, al- most July, the ground should have thawed. I wonder what arrangements have been made to repair the line. Specifically, we are concerned 'that the line will not be repaired in a timely manner. We can recall that when we were promised occupancy of the house in the early spring, I believe March or April of ].974, that it was no-t until September of 1974, nearly six months late, that the water system was installed, connected, and the house completed. If there is to be such a delay this time, we will be into a frozen ground condition again. I thin]< we have attempted to work with you in facing this difficulty. I have always been willing to help and can recall spending a full day stringing the line from the pump house to our house and the O'Dougherties as well. At that time we were all trying to make the best of what was evidently a bad situation, and we did not insist on steam thawing of the ground or other expensive means of repairing the broken line. We did this with the anticipa- tion that as sooa as the ground was thawed, that repairs would be made. We hope and expect that the pump house will be reconstructed in a fashion to prevent the interior from freezing. Specifically, I thin]< the little space heater that has been in there for two years now, should be re- placed with a permanent installation to heat the pump house. Not only is the space heater a definite fire hazard with the insulation being stuffed in around the corners and falling on it, but to place at risk an admittedly expensive pump installation and underground water line on a cheap, thermostatically controlled space heater seems to be an un- wise decision. Although I don't know much about water sys- tems, it would seem to me that there must be some fail-safe mechanism 'to prevent the pump house from freezing. For ex- ample, it wouldn't be too difficult to install two wall heaters with one temperature thermostat set at say 50 de- grees and another set at 40, so that if the first heater should fail, the second heater would turn on. Also, it would seem to me that there must be somewhere an adequate operating pressure valve with a fail-safe mechanism to pre- vent 'the pump from creating the tremendous pressure it must have done during the winter. Also, since the new pump ap- parently is of a much smaller capacity than the original, and apparently draws much less current, I wonder whether Mr. and Mrs. Kenneth Weft -5- June 29, 1976 adequate fusing provisions have been made, since it appears to me that the same fuse box controlling a very large pump has been used to control the small one. If, for example, there is now an 80 amp capacity circuit breaker which was adequate to cover the original pump, but the new pump would burn out say, at 50 amps, we have the immediate prospect of any malfunction in the new pump causing it to burn out as well, since the circuit breakers will not open until the pump has destroyed itself. We would appreciate knowing what arrangements have been made to correct this current problem in the water system. I believe I can speak for myself and the O'Dougher- ties as well in expressing a real concern that the problems be corrected as quickly as possible to avoid not only fur- ther expense should for example a hose break and the new pump burn itself out, but more importantly the health haz- ard and inconvenience involved in boiling all water that we use. Meadow Ridge Estates is a small subdivision adjacent to the DDC service area. Meadow Ridge is under development and some residents are expected by the end of summer; more development is expected this spring and it is anticipated, _ that all lots Hill be sold by the end of 1978. Meadow R.idge has installed some water pipe but has no source of supply and is not now providiDg water to the residents. Unfortunately, several expensive wells drilled by Meadow Ridge have b%en non-productive. Meadow Ridge intends to install a carefully designed, gravity fed water system with a storage capacity of 10,000 gallons. Because of the potential benefits to Dawn and its customers, Dawn has actively explored the possibility of joining with Readow Ridge Preliminary analysis shows that such an association will result in scale economies which Will tend to reduce or hold rates a% their present (interim) levels. Joining the utilities, of course, requires the approval of this Commission and Dawn and Meadow Ridg'e have been advised by counssl that approval will not be granted until the Commissio is absolutely convinced that joinder is in the best interest of the Dawn subscribers and the future subscribers in Meadow Ridge.3 Meadow Ridge and Dawn have reached a tentative agree- ment and Dawn expects to apply before summer to extend its service area to include Meadow Ridge. In the interim, Meadow Ridge needs water and Dawn needs cash. The proposed special contract will provide both. Under the terms of the contract, Dawn will receive monthly cash payments which will increase as more people move into Meadow Ridge. Although these payments are relatively small, they are quite s~gnificant when the overall financial condition of the utility is considered. Furthermore, there is no marginal cost to Dawn; Meadow Ridge will bear the cost of connecting to. ~he Dawn system and will have full responsibility for maintaining its own distribution system. Dawn's only Stated briefly, this apparent miracle will be accomplished by "looping" the DDC system with the Meadow Ridge system and placing a 10,000 gallon storage tank on a high point in Meadow Ridge. The high tank will improve pressure and flow throughou the "looped" system and allow the utility to provide water service for a period of more than 24 hours when power is out' or the pumps are not operating for any other reason. This is a~unique, opportunity to permit DDC to test on a limited basis a pofentially valuable association with Meadow Ridge and to conduct that test without exposing Dawn customers to any potential harm. A copy of the drilling log and test pump report is attached herewith in Appendix C. The well was test pumped for a period of 8 hours, at 240 ~ · gallons per minute with les~ than 5 feet of drawdown. This well is sufficient to serve approximately 20 lots in the Meadow Ridge Estates Subdivision on an interim basis. -3- Exhibit D is an asbuilt drawing of the existing wellhouse at the Wynter Park well. Subsequent to the drawing being prepared, an additional pressure tank was installed. Also, a new 3-phase, 20 h.p. ~ubmersible pump was installed. Since there is no 3-phase power available, a roto phase generator/converter was added. Exhibit E shows the performance curve for the new pump. From inspection, it can be seen that the pump will produce in excess of 200 gallons per minute at the existing operating pressures of 60 to 80 psi. DISTRIBUTION SYSTEM Exhibit F shows the existing and proposed water distribution system for the Wynter Park and Meadow Ridge Estates Subdivisions. It is our understanding, that with the installation of the new pump and upgrading of the Wynter Park pumphouse, sufficient water at reasonable pr~.essure is provided to all lots in the Wynter Park Subdivision. No further analysis of the existing Wynter Park distribution system was made. Because of terrain differentials, the existing pump in the Wynter Park well is not capable of providing sufficient water and pressure to Meadow Ridge Estates. Therefore, the following improvements are proposed: A 6" diameter line ~e installed from the existing Wynter Park well to a proposed gravity storage tank. A 10,000 gallon storage t~nk be located on Lot 6, Block 5, Meadow Ridge Estates, as shown on the ~-~- attached Exhibit F. This tank location was chosen because it is the highest available terrain without doing substantial and costly site development. Access to this site has already been developed during drilling of the non-producing well. A booster/pressure reducing station be located in the 6" l~ne at approximately Lot 1, Block 6, Meadow Ridge Estates. Supporting computations and sketches for this system is attached herewith in Appendix G. CONCLUSIONS Based on the above presented ~ata and calculations, we conclude: 1. The existing Wyn%er Park well has a maximum production capacity far in excess of the average water useage rate of consumption for the combined subdivisions. -4- The existing Wynter Park pump will produce sufficient water to meet the peak demand in Wynter Park plus fill the gravity storage tank during low demand periods. ~ With proper design, water can be supplied to Meadow Ridge Estates with no degradation of the service to Wynter Park Subdivision. The installation of the 10,000 gallon gravity storage tank will benefit the combined subdivisions. Firstly, in the event of total electrical or equipment failure at the pumphouse, water at sufficient pressure will be available to most lots in the subdivision at a restricted useage rate of 70 gallons per household per day for a period of approximately 24 hours. This useage rate is sufficient for normal consumption and hygienic purposes. Secondly, backfeeding from the gravity storage tank'to the'Wynter Park system during low demand periods will reduce the cycling of the existing pump and, therefore, may reduce operating costs.
