Duncan, Medical Director RE: Sewage Disposal Facilities Serving Kluane Terrace Subdivision Dear Dr. Duncan: Reference is made to your letter of December 5, 1968 concerning sewage disposal facilities serving the Kluane Terrace Trailor Estates Subdivision. As you are undoubtedly aware, this system was constructed by the developer of the subdivision and presumably was built under the authorization of state health authorities having jurisdiction at the time. The system was subsequently taken over on an "as is" basis by the Utility Company and has never been a particularly satisfactory installation from the beginn~.ng. Apparently an extremely tight ground condition exists at this location and on several occasions we have been forced to take emergency corrective action in order to prevent continuance of an overflow condition existing at the cesspool site. This action consisted entirely of attempting to loosen up the adjacent ground in order to enhance the dissipation of cesspool drainage into the ground. As I am sure you are also aware, the drainage area is extremely limited~ being bordered on two sides by road rights of way and on the diagonal tblrd side by Chester Creek. Beyond this there is no additional area capable of supporting any nature or means of sewage treatment or drainage facilities. In attempting to break the barrier formed by this impervious material encountered in the seepage area which had become sealed by the drainage, two additional cribs were installed adjacent to the existing seepage pits, the nearest point of which is located approximately 91' from the creek center line. Subsequent work done in the drainage area consisted entirely of digRing up and disturbin~ the ground in the area adjacent to the seepage pits and attempting to replace the tight material with course rock to provide better drainage and prevent surface over- flow. To dst~, these efforts have been quite successful and have provided the only relief fro~ the previous problem. SER VIN~ SUB U~BAN ALA,g ~ A Dr. David R. L. Duncan Page 2 February 14, 1969 Investigation of the relationship between the seepage pits and the creek also brought to light several interesting points which I believe are pertinent to the problem. There is no winter flow of water in the creek and the creek bed is at the present time completely dry. Summertime flow has also been noted to be extremely limited and has in fact been blocked on numerous occa- sions by debris accumulating in the culvert crossing Valley Road, down- stream from the seepage area as evidenced by numerous complaints by residents in the area and investigations by this office. 2. Investigations by this office further disclosed that the elevation of the ground level at the seepage pits is approximately one foot below the center line of the creek bed. This would apparently preclude any danger even from surface overflow of the system entering the creek in- .i> asmuch as the creek banks are in turn a couple of feet higher than the center of the creek bed itself. Further protection is afforded by the fact that the static water level normally existing in the seepage pits is approximately 5' below the creek bed. If you have any suggestions as to what additional measures might be taken keep- ing in mind the conditions that exist in the area and the fact that no sewer trunk system is presently available to correct the situation we would be most happy to consider them. In our opinion the measures taken to date have provided the only reasonable solution to the problem. We are certainly in agreement with the premise that the only ultimate satisfac- tory correction that can be taken is the extension into the general area of the sanitary sewer trunkline and is the only one which will provide ultimate relief of the many similar problem areas to that which exists in the Kluane Terrace Subdivision. Holly, New Jersey 08060 Dear Sst. Musto: Reference is made to your letter of January 31, 1969 concerning your property in Kluane Terrace Subdivision. We can appreciate your problem concerning the apparent waste of water at subject property and its subsequent effect on the sewerage situation. It would appear however, that this still remains a problem between you and your tenant as far as the utility company is concerned, inas- much as we are powerless to regulatehis operation of the system where it involves private property only. It would appear that you have taken the proper steps in contacting the Health Department and it would seem to us that since the problem involves one of sanitation and health, it is entirely within their province to enforce regulations. You are correct in that we do charge a flat fee for water usage, how- ever our tariff does not impose a regulation limiting the amount of water which may be used and we do in fact encourage a continuous flow of water under certain circumstances where there is no other means of preventing a freeze up in the water service line. In this particu- lar case it would appear that corrective measures can be taken within the property itself and this should most certainly be done in order to relieve the sewerage problem which apparently exists.
