With the newly installed Advantex system, the absorption bed can be considered a 4- bedroom septic system. The MOA documents show that the existing septic absorption system (SAS) had 650 SF with a receiving soils rating of 1.2 GPD/SF and an application rate of 0.7 GPD/SF with the sand filter. Using a very conservative soils application rate of 2 GPD/SF that corresponds with an Advantex FAP 2.0 system, the absorption field would only require a 300 SF SAS, which is approximately half of the existing SAS. Since soil application rates do change with the Advantex system compared to a conventional septic tank upgrade when application rates do not change, we respectfully request the septic system to be designated as a 4-bedroom system. Due to shallow groundwater & surfacewater, we propose to install an anchored 1500-gallon Advantex FAP 2.0 septic tank system per the attached design to serve the existing 3-bedroom residence. With the new proposed Advantex system, the absorption bed could be considered a 4-bedroom septic system. We recently received additional survey data from Ken Lang & Associates, Inc that show the south surface water. A berm is proposed to be installed to direct any potential surface water northward away from this surface water and/or extend the piping of this water system to maintain 50’+ to any surface water. Please see attached design. The lot and area are served by private water and any close encroachments or separations will be verified and staked by a RLS prior to construction. Due to these difficult site conditions, there is a possibility that this system could fail prematurely. There is no guarantee as to the expected useful life of the this new system. When this system fails the property owner will be required to install a holding tank. For a period of approximately 6 months after final construction approval of the new system, DHHS will inspect and observe the system to confirm that it is operating correctly. Proper care and maintenance of the system by the property owner is encouraged. The following practices will help extend system life: · Conservation of water use. This is the single most important factor to help ensure that this system works properly. · Annual septic tank pumping. · Minimize the quantity of solids applied to the system. This includes no use of a garbage disposal, use of single ply toilet paper, no rinsing of fat or grease into the sink, etc. · Avoid the use any septic tank additives. Mr. and Mrs. Robinson are selling their home, Lot 2A at Ransom Ridge Subdivision, which is now presently occupied by the buyer sD_ce November. On October 1st, they filed for septic approval which they wea~ told would only about 10 days. An eagin~ring company was hired. A month later, the engin~ring plan submitted by DHI Consulting Engineers was subsequently rejected and was said that it did not meet city code. Then, on November 16th Messrs. Roth and Smith gave verbal approvai thus on November 19th they r~celve final written approval wlth a $1,200 waiver (something needs to be done by excavator). They hired an excavator and on December 3rd at 5 p.m., without any notice, Mr. Roth stopped by, inspected the work and told the excavator to shut down the job over the weekend - without telling any one what the problem was. On December 6th, engineer met with Mr. Roth SO changes wer~ made. An inspection was made by Mx, Roth on December 9th and that verbal approval was given to husband, engir~er, and excavator who were ail present at the time of the inspection. Special sand from Palmer was purchased for this project. Now comes thc special part, they went to the post office yesterday to retrieve their mail and found a letter dated December 9th (same day verbal okay was given), postmarked December 13th from DHHS saying that it is just a temporary approval and that they need to put one and a half times monies in escrow for a holding tank and that a reinspecfion is needed six months latex. Why????? Mrs. Robinson wants to know why didn't they just say you need a new holding tank which costs about $3-4,000 to put in, and b~ done with the problem. No bank will approve this kind of transaction. Lee, Mrs. Robinson sounds like a nice lady...trying hard to just laugh about this whole mess, She never raised her voice, and I commended her for not ye!!.~ag at me. Specifically two items have caused the permitted design to be materially changed: 1. A footing drain discharge pipe and dry well was found at the proposed site of the mound during excavation of the basal area. 2. The intended receiving soil, a GW-GM material, was found to be discontinuous and at a depth greater than that shown on the soils log and the elevation of the shallow groundwater was found to be above the base level of the intended receiving soils. The high water table in this area could be attributed, in part, to the footing drain discharge. Based on these changed conditions this office will allow the construction and operation of.the proposed wastewater system with the following stipulations: 1. The footing drain discharge must be rerouted to the underground drainage pipe that runs along the south property line. 2. The basal area of the drain field must be excavated to a level that exposes the GW-GM receiving material and backfilled with a clean course sand, as specified in the special provisions of the permit, to a level 4 feet above the elevation of the shallow groundwater table. WELLS: The lot bordering to the North has a well radius which encroaches onto Lot 2A. The proposed bed system will be placed outside this 100 foot radius. The lot bordering to the South has a well radius which also encroaches onto Lot 2A, however, it does not affect the placement of the proposed bed system. Health & Human Services We would like to address the comments that you gave us regarding a design for the replacement of the septic system on the above mentioned lot. After looking at your request to consider a wide trench and curtain drain, I believe such a system is fiesable. To address your review comments please note the following: The first item concerns the curtain drain and the water table issue. Previous and current soil logs show the water table in the area to have a flat gradient (see attached drawing). The soils log shows the material in the area of the water table is a clean sandy gravel. The gradation we ran on this soil confirms that there are very few fines. Since water will move vertically as well as horizontally a curtain drain placed above the system will not lower the water table underneath the proposed septic system. For this reason, we feel that it would be safer to raise the system in excess of 4 feet above the water table. Section 15.65.060.1.2 requires a minimum of 24 inches of native accepting soil beneath the septic system. It does not require this material to be unsaturated. Our soils log shows that there is at least 2 ft. of accepting soil. We propose using a engineered sand layer to obtain the required separation of 4 feet between the bottom of the septic system and the water table. To be conservative, we recommend placement of five feet of sand between the bottom of the system and the water table. The second item to be addressed is the slope of 12% The municipal requirements state that a bed system is not recommended to be installed on a slope greater than 10%. The section describing a mound system does not include this stipulation. It is our understanding that this 10% requirement is for ease of installation and not for any health risk associations. In the past we have been allowed to install bed systems on slopes greater than 10% by taking precautions to keep the septic system effluent from surfacing. As the attached drawings show, the impermeable barrier and 3:1 side slopes will ensure that no effluent will seep out to the surface. PO Box 111349 Anchorage. We agree that a percolation test should be run. Since the graduation shows the soils to be very clean, the risk of the soils not percolating is greatly reduced. We are requesting the design to be approved subject to a percolation test being conducted prior to construction. We feel the system as designed is the best design for this lot and is within current design requirements. We have concluded our site study and are requesting a waiver for the following reasons: The creek is not a surface water discharge, but subterranean runoff inside a pipe. There is no surface water for effluent to get into. We will construct a berm as shown on the site plan to prevent any possible overflow of effluent from reaching the creek area prior to the ditch along side the road. The surface flow distances are labeled on the site plan and are between 93 and 95 feet. We are requesting the waiver for 45 feet. We have concluded our site study and are requesting a waiver for the folloWing reasons: The creek is not a surface water discharge, but subterranean runoff inside a pipe. There is no surface water for effluent to get in. to. We will construct a berm as shown on the site plan to prevent any possible overflow of effluent from reaching the creek area prior to the ditch along side the road. The surface flow distances are labeled on the site plan and are between 93 and 95 feet. This lot has an existing house and a failed septic system. The replacement septic system is designed for a three bedroom home. WELLS~ The lot bordering to the North has a well radius which encroaches onto Lot 2A. The proposed bed system will be placed outside this I00 foot radius. The lot bordering to the South has a well radius which also encroaches onto Lot 2A, however, it does not affect the placement of the proposed bed system. WASTEWATER SYSTEMS: The placement of the proposed septic system will have no affect on septic sytems or wells on either of the adjoining lots. The proposed bed system will be placed over 10 feet from the failed bed system. DRAINAGE: The lot slopes down towards the West with all wells being uphill from the proposed system. Lot 2A has a drainage pipe underground along the line labeled "swale" on the plan view. The proposed system will be placed as far away as possible from this area, but will still be within the 100 foot required setback. For this reason a waiver will be necessary. A berm will be constructed downslope from the proposed bed system to catch and redirect any potential spillage from the bed system. This will create a 100 foot length of flow before any effluent would reach the ditch line along Ransom Ridge Road. The system and any disturbed soil will receive topsoil and be reseeded to prevent erosion. This distance has been waived to the existing 95 foot separation. You have noted that the septic system is located within 100 feet of a platted creek maintenance easement. This appears to be a minor drainage that may or may not be considered a "surface water" as defined by the State Department of Environmental Conservation, "Surface waters" require a 100 foot setback to septic systems. This Department is unwilling and unable to make a determination of the status of this drainage in terms of its status as a "surface water" given the brief period of observation and the current unseasonally warm weather conditions. The purchaser of this property, Michael Buckner has requested a conditional Health Authority Approval for the subject property. He has agreed to escrow funds to construct a subdrain system to collect and carry any surface water in solid culvert past his septic system thus mitigating any problems with surface water setbacks. Plans for such a system havebeen reviewed and approved in concept by this Department. A conditional Health Authority Approval will be issued under the provision that funds be escrowed to cover the cost of this subdrain system. It should be noted that it is possible that this drainage will not be considered a "surface water" after further observation and will therefore not require the construction of the subdrain. This determination can be made early in the summer by this Department. If this drainage is in fact classified as a surface water requiring 100 foot setbacks, construction of the subdrain must be completed no later than July 15, 1987. As noted at that time, the well is significantly upslope of the seepage bed (see contour map ill subdivision file). Additionally, the 5' less horizontal separation would have no practical effect in preventing contamina- tion of the well. The subdivision plat shows a drainage easement and calls out 100' setback from the thread of the easement to any portion of any septic system. Entire subject system is within the 100' setback and was in place when the plat was filed. You have advised me that during recent improvements to Golden View Drive that subject drainage was directed to a culvert some dis- tance north of subject property. Due to an unseasonal thaw that has occurred this week, we cannot tell at this time if any of the flowage has escaped the roadway diversion.
