We placed an additional test hole on Lot I of the proposed subdivision, near Spring Brook Road. The soils were found to be very consistent with what we have been finding on the upper portions of the lot. The soils consist of O' to 4' of organic material underlined by clean sandy gravels and large boulders ranging in size of 3' to 4' diameter. Based on the soils, I am confident that there is adequate area on Lot I and Lot 2 for on-site septic and water. Attached is a sketch showing the proposed reserve areas for an original and two reserve systems for each lot. You also requested additional water table monitoring through November 1, 1996. Waiver Public Utility Public Utility DHI CONSULTING Civil · Surveying ENGINEERS · Planning $997 8 Or, t_ 7.w.o. 96267 SOILS INVESTIGATION FOR TRACT C-lB, SPRING BROOK VISTA SUBDIVISION, UNIT//1 Purpose: The area being subdivided is Tract C-lB Spring Brook Vista Subdivision, Unit 1. The proposed subdivision is shown in Figure 1. Tract C-lB is to be subdivided in two lots. Lot 1 will contain 4.0 acres and Lot 2 will contain about 13.8 acres. The purpose of this soils investigation was to determine if there is adequate soils on both of the proposed lots to support on-site septic systems. Soils information was obtained from on-site observation of cut banks, research of soils investigation completed on adjacent parcels and test holes placed by DHI Consulting Engineers. Location & Existing Conditions: This property is located north of Eagle River Loop Road and east of Spring Brook Road in Eagle River. It is bordered to the north and east by property zoned for residential development; and on the south and west by property zoned light and heavy industrial. Tract C-lB is zoned I-1 (Light Industrial) Tract C-lB is served by public water. Public sewer is not available. Drainage is generally from east to west. There is a small unnamed creek which flows on to the property through a well defined ravine (See Figure 2). Near the center of the property, the creek channel widens and the creek fans out over a wide slope, at times disappearing underground. Eventually the water is picked up in the road side ditch along Spring Brook Road where it runs into the States storm drain system at the intersection of Eagle River Loop Road and Spring Brook Drive. The creeks average flow is about 0.5 cfs. Geology: In general, the area consists of glacial till over bed rock. The glacial till consists of clean NFS sandy gravel with pockets of silty sands, sand silts, and boulders ranging in size from 12 inches to 10'-I-. The boulders are generally well rounded with considerable mechanical weathering consistent with glacial till. The direction of glacial transport appears to be south west towards Eagle River Loop Road and Spring Brook Road, The depth of glacial till over bed rock varies from 3' to depths greater than 20'. The approximate location of the test pits are shown in Figure 3. The water table was monitored over a period of 21 days. The water table is at or near the surface in areas near the creek. Areas of higher elevations are well drained and no water table was found. The soils consist of 2' to 3.5' of organic materials overlying glacial till. The glacial tilt ranges from slightly silty sandy gravel (NFS) to silty sandy gravel (F-1). The depth of glacial till over bedrock varies widely over the site ranging from zero feet to well over 20 feet. The attached soil logs show the soils, water table and percolation tests completed for each test hole. Percolation test were conducted in test pits and the results are shown on the appropriate soil logs. The percolation tests ranged from I minute/inch up to 48 minutes/inch. Conclusions: Each lot contains much more than the minimum 40,000 square feet (Lot 1 -- 172,062 sf, Lot 2 = 600,692 sf) of total lot area required by the code, In addition to the total lot area requirement, Table 2 of the Municipal Code 15.65.180 requires a total reserve area for septic systems, of 10,000 S.F. for lot I and 16,000 for lot 2 (based on percolation rates of 1.1 min/inch and 48 min/inch respectively).
