Dear Ms. Kovacs, As directed by Mr. John Lynn of the Municipality ~f Anchorage Department o£ Environmental Quality (D.E.Q.) in his letter of September 22~ 1978~ we monitored the water levels in the standpipes that we placed in the test borings which ~e performed on your property in September ~978. These observations are summarized on the attached ~late. ~ As you recall, you and I discussed these results '.vith ~f Stricklan~L-~t~--~. in May of ~979. At this time h~--~ s that department would recommend against subdivisitn of the property until subsurface drainage of the property lowers the apparent £ree water level sufficiently to acce~t conventional on site se',',er systems./ He indicated, however, that a permit could be ~e$idence~ if a~..e~perimental mound type soil absorption system wa~ ~sed_~. It was understood that should this system fail, a holding tank ~ould be necessary and he further indicated that the D.E.Q. would issue that permit~ if required. As you recall, we discussed some of your options regarding this property. In ~ur opinion, these options include but are not limited to: ~.) Maintaining the tract as one parcel and developing an experimental mound type waste ~ater disposal system for a single residence, assuming that should the system fail; a holding tank could be installed. 2.) Demonstrating that subsurface drainage can sufficiently lower the apparent subsurface water levels to allow installation of Kovacs 6/6/79 page two of conventional sewer systems, bearing in mind that sufficient senera- tion between the drainage system and the sewer system will be required to prevent c~ntamination of the water discharged from the drainage system, and that some attempts by others at subsurface drainage in the area have not been successful. 3.) Holding the property undeveloped until the public sewer system is extended into this area. With the proper siting of improve- ments, options 1 & 5 could be combined and still maximize the total number of future lots. As you recall, we also discussed with Mr. Strickland, zero discharge grey and black water systems currently being developed. These systems may not presently be cost effective for this application. As we discussed, I could provide a preliminary cost estimate and preliminary design of the drainage system if you desire, as well as a design for the mound type waste water disposal system However, I cannot accurately evaluate the market to determine the increase in value of the property resulting from each of the development options. It is my understanding that you presently intend to market the property, as is, and that further service from this soils engineer is not required. Dear Ms. Kovacs, At your request, one test boring was placed on each of the four lots in the proposed subdivision of Tract A, Pollock Subdivision, in the locations shown on the Boring Location Sketch, Plate One. The purpose of these borings and the subsequent percolation testing was to provide information for the Municipality of Anchorage Department of Environmental Quality with which to evaluate the suitability of the soils to accept waste water from soil absorption systems. To this end, the exploration emphasized percolation testing of the soils with the results presented on Plates Two through Five~ and establishment of observation points to observe the free water level~ summarized to date on Plate Six. Ail borings were drilled v~th a Nodwell mounted, Mobile B-50 drill fitted with 6" O.D. solid flite auger. Boring 2 and 3 were drilled to 20' in depth. Boring 4 was drilled to 18' where refusal was met on a boulder. Boring 1 was drilled to 10' and terminated due to excessive sloughing of the saturated soils. The writer was present on-site full time during the exploration to log the observed soil strata~ visually classifying the soils in the field according to the "Unified Soils Classification System", presented on Plate ~ Seven, and the Textural Classification System in local use presented Page 2 Karen Kovacs 1337 E. 72nd Avenue Anchorage, Alaska, 99502 on Plate Eight. Samples were taken at 5' intervals in each of the borings from the flights of the auger from near the bit. These samples will be stored in our laboratory for three months should additional testing be required. Upon completion of each boring, 4" perforated PVC pipe was placed in the boring to allow stabilization of the water level in the pipe for later observation. The depth to the free water level in each of the borings was recorded on September 8 and 11, 1978 with the results presented on Plate Six. In the proximity of each of borings 2, 3, and 4, an additional shallow test hole was drilled, with 4" perforated pipe installed to allow percolation testing of the shallow soils. The percolation tests were performed by a technician under the writer's supervision. 'Ail percolation holes were filled on September 11, 1978, to allow swelling of the soils overnight, filled again on September t2, 1978, the~the drop of the water level was measured for four hours. The results of these tests are presented on the soils logs, Plates Two- Five. The purpose of 'these borings and the subsequent percolation testing was to provide information for the Municipality of Anchorage Department of Environmental Quality with which to evaluate the suitability of the soils to accept waste water from soil absorption systems. To this end, the exploration emphasized percolation testing of the soils with the results presented on Plates Two through Five, and establishment of observation points to observe the free water level, summarized to date on Plate Six. Ail borings were drilled ,~ith a Nodwell mounted, Mobile B-50 drill fitted with 6" O.D. solid flite auger. Boring 2 and 3 were drilled to 20t in depth. Boring 4 was drilled to 18' where refusal was met on a boulder. Boring 1 was drilled to 10t and terminated due to excessive sloughing of the saturated soils. The writer was present on-site full time during the exploration to log the observed soil strata, visually classifying the soils in the field according to the "Unified Soils Classification System", presented on Plate Seven, and the Textural Classification System in local use presented Page 2 Karen Kovacs 1337 E. 72nd Avenue Anchorage, Alaska, 99502 on Plate Eight. Samples were taken at 5' intervals in each of the borings from the flights of the auger from near the bit. These samples will be stored in our laboratory for three months should additional testing be required. Upon completion of each boring, 4" perforated PVC pipe was placed in the boring to allow stabilization of the water level in the pipe for later observation. The depth to the free water level in each of the borings was recorded on September 8 and 11, 1978 with the results presented on Plate Six. In the proximity of each of borings 2, 3, and 4, an additional shallow test hole was drilled, with 4" perforated pipe installed to allow percolation testing of the shallow soils. The percolation tests were performed by a technician under the writer,s supervision. All percolation holes were filled on September 11, 1978, to allow swelling of the soils overnight, filled again on September 12, 1978, the~the drop of the water level was measured for four hours. The results of these tests are presented on the soils logs, Plates Two- Five.
