Dear Ms. Cheely:
In our telephone conversation this morning we discussed the condition of appro-
val by the Department of Health and Human Services (DHHS) on the subject pro-
posed subdivision to have the existing on-site privies properly abandoned. This
condition was to be satisfied prior to DHI{S approval. It came to my attention
yesterday that this condition had not been satisfied, and that the plat was due
to expire on February 19.
I suggested in our telephone conversation yesterday that you should contact an
engineer and have him confirm the abandonment of the privies so that your plat
could be approved before its expiration. S&S Engineering advised me this
morning that an on-site inspection was conducted yesterday afternoon, and that
the privies in question had "been only partially filled". This dees not meet
the standard requirements for abandoning a privy. In an effort to preclude the
expiration of your plat, I advised you this morning that the departmant would
"sign-off" the plat with assurance that proper abandcment would be'performed as
soon as weather permits.
As a condition of my approval of 'the plat this date, you must have the on-site
privies properly abandoned by not later than June 15, 1988. An engineer must
inspect the abandoned privies and furnish this office with a letter to that
effect. An inspector frcm this office will also visit the site shortly after
June 18, 1988 for a final inspection.
I hope that the department's effort resulted in the satisfactory outccme of your
subdivision request. Please call this office if you have any further questions
concerning this matter.

Dear Robby,
This letter addresses the abandonment of two outhouses located near
the referenced property.
On February 18, 1988, Tena Cheely showed a representative from our
office where two outhouses had been located. It was observed that
both wooden outhouses were dismantled and laying over partially filled
holes. Mrs. Cheely commented that the holes were not completely filled
due to the frozen soil conditions.
