Gentlemen: Enclosed for your review and approval is our design for a mound type of sewer disposal system for the subject property. This type of design was required due to a high groundwater condition identified in a soil~, report prepared by a Mr. Michael B. Bergman, (see attached copy). Our firm has not to date conducted a confirming soils inves- tigation. However, we did briefly inspect the site, which had a shallow backhoe test pit, and confirmed the existence of groundwater near the surface. Site slopes and elevations for the design were furnished by the owner. Performance of the designed system will require close super- vision of construction, and adherence to the design require- ments. Dimond Blvd. Anchorage, Ak 99502 Subject: Soils investigation for sanitary sewer system; Lot 93B, Hart Subdivision, Anchorage, Alaska. Dear Ms. Snyder At your request of August 23, 1978, I conducted a soils investigation at the proposed location of a sanitary sewer system on the subject lot. This investigation, which was accomplished on August 27, 1978, consisted of the inspection of soils removed during drilling of two test holes. The test holes were drilled by a trailer mounted Mobile B-34 drill rig using 4 inch diameter solid flight augers. Test Hole #1 reached a total depth of 11.0 feet and Test Hole #2 reached a total depth of 7.5 feet. A water table was encountered in both test holes. The water table waS found at 6.5 feet in Test Hole #1 and at 7.0 feet in Test Hole #2. The greater depth of the water table in Test Hole #2 is attributed to a slight raise in surficial elevation between Test Hole #1 and Test Hole #2. Both water tables were measured after boring. The soils encountered are graphically shown on the accompanying test hole boring logs. The soils consisted of a layer of Organics and Organic Silt approximately 3'feet thick overlying a Sandy Silt form 2 to 2.5 feet thick, underlain by a Silty Gravel with some Sand to total depth in both holes. The topography of the area where the soils test was conducted is generally flat with a very slight upslope to the East of approximately 1-2%. Vegetation on the lot consisted of dense birch and spruce 30-40 feet tall, with a ground cover of low bushes and tall grasses (2-3 feet tall) and some mosses. A percolation test was conducted on Test Hole #2. The results are tabulated on an accompanying sheet. An accompanying sketch shows the subject lot with the test hole locations in relation to the property lines. I appreciate the opportunity to be of service to you. Bergmann: This department has reviewed the soils test submitted on October 19, 1978 and find the following: (1) Water table at seven(7) feet. (2) Organic sl..t-molst to three(3) feet. Municipal Ordinance mandates that sewage be disposed of four(4) feet above the water table. Stratification of soils reported in the. soils test(test hole ~2) show the layer available for sewage disposal consist of organics which are unsuitable° Therefore~ based on the soils test submitted to this department, a permit can not be issued for a residence on this lot. An alternative available at considerable financial expense is the removal of the organic silt layer and replacing it with well-graded shadS. Dear Mr. Hart: At the suggestion of the Department of Health and Environmental Protection, I perfor- med a second percolation test on your property. This test was performed utilizing only the top 2.5 feet of soil, resulting in a more accurate assessment of the ability of this interval to accept the effluent from a sanitary sewer System. The test was performed by hand augering a 6 inch diameter, 2.5 feet deep test hole into the highly organic soil (bottoming out at the top of the Sandy Silt), filling it with water and measuring the water level drop periodically for one hour. This percolation test hole was located 3 feet due east of Test Hole No. 2. The test was performed on- October 3, 1978. Sec. 33, T12H, Dear Mr. Hart: At your request this Department inspected the on-site sewer and water facilities at the above location on June 6,,1974. The facilities cannot be approved by this Oepart~ent as it is unknown what the se~er system consists of. There is one standpipe in the yard lecated 40' from the well. If this is a cesspool the followtn~ ~obld be needed: 1) A 1000 gallon septic tank installed a minimum of 50' from the ~ell. 2) A seepage pit or drainfteld installed a minimum of 100' from the well. 3) A permit from this Bepartment to install the system and inspection prior to backfill. (Uo charge for this service) The water sample obtained from the well is satisfactory; however, we would like to advise you again that if there is a cesspool located 40 feet the well this is in violation of State and Borough laws which require septic tanks to preceed the absorption area and the absorption area be located a minimum of 100 feet from the well. Also, if the situation exists the well could become contaminated from the sewer syste~, posing a serious health hazard to anyone using or drinking the water. )t is for this reason we strongly urge you to determine what the system consists If we can he of further assistance please do not hesitate to call on us.
