The 5 bedroom complex with one bedroom in one structure and 4 bedrooms in the other are now connected by pumping from the one bedroom unit to the 4 bedroom complex with the 1,500 gallon septic tank and soil absorption field as shown on the plans. The Department has reviewed the engineering plans submitted for the Sewer Rehabilitation of the domestic wastewater system per the Wastewater Regulations 18 AAC 72.245 a final operational approval to construct is issued for the wastewater systems. A completed "Certificate of Construction" so marked for the domestic wastewater system is enclosed. Please use the referenced plan number in correspondence regarding this project. This approval does not imply the granting of additional authorizations nor obligate any state, federal or local regulatory body to grant required authorizations. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division Director, 555 Cordova, Anchorage, Alaska 99501, within 20 days of receiving the decision. There are no surface waters within 100 feet of the proposed upgrade. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. A. G r 05s E-7953 Per your request, we have evaluated the well and septic system on the subject property. The results of the field investigation and adequacy tests are summarized as follows: A. WELL: The static water level on 10/2/97 was 56' BTC. Water was pumped from the well at an average rate of 2.35 gpm for a total of 290 minutes (681 gallons). During the first 70 minutes of pumping (260 gallons), the water level dropped 104 feet, down to 160 feet BTC. During the remainder of the pumping period, the water level fluctuated between 158 and 160 feet. It is believed that the pump intake is at, or near, 160 feet BTC. The recovery of the well was monitored for 63 minutes, during which time the level in the casing rose 59 feet. This corresponds to a recharge of 87 gallons, or 1.38 gallons per minute. Based upon this data, it can be concluded that the capacity of the well exceeds the Municipal requirements for a 3 bedroom house (.31 gallons per minute). Before the well could receive final approval, the wires from the ground, to the casing, would need to be installed in conduit. B. SEPTIC TANK: The existing septic tank was installed in September of 1974 (approx. 23 years old). According to the M.O.A records, it is 1000 gallons, has one compartment and is made of fiberglass. Upon our initial inspection, the water level in the tank was only 34 inches (2.83 feet). This level is below the normal operating depth, which lead us to believe that the tank had been pumped. According to Rick Ramert, Marie Ramert, and the buyers, the tank has not been pumped. We introduced approximately 54 gallons into the septic tank, and the liquid level rose 2 inches. The tenant (buyer) took a shower and the level rose an additional inch, to a total depth of 37 inches. According to my field engineer (Jim Williams, P.E.) none of the water introduced into the septic tank could be heard flowing into the log crib. Twenty-four hours later the Liquid level /1 `ro Fv/a (in) to/7A1- ,' r16/2)ii a.' 4)7-7 /q1 in the tank had dropped down to 33.75 inches. Again, this seems to be less than the normal operating level for a septic tank. Based upon this evaluation, it appears that the septic tank is leaking, however, it is not possible to confirm this without physically exposing and inspecting the tank. C. SEPTIC SYSTEM ADEQUACY TEST: The drainfield consists of a log crib that was built in 1974. According to the M.O.A. records, it is 19 feet by 19 feet, and has an effective depth of 6 feet. On the day of our inspection (10/2/97), the crib had 10.5 inches of liquid in it. It is our understanding that the house had been vacant for about 1 month. It was noted that there was a considerable amount of muck/scum/solids in the bottom of the crib. This may be an indication that the baffles in the septic tank are not functioning properly. Water was introduced into the crib, at an average rate of 2.35 gpm, for 290 minutes (681 gallons), which caused the liquid level to rise 21.5 inches, to a total depth of 33.5 inches (46% full). This corresponds to 31.7 gallons per inch. Twenty-six and one-half hours (26.5) hours later the liquid level in the crib was 22.75 inches, indicating approximately 340 gallons had been absorbed. This corresponds to an absorption of 309 gallons per day. It is probable that if the system was filled to 100% of its capacity (72 inches of liquid in it), the absorption rate would exceed 450 gallons per day, as required for a 3 bedroom house. In order to fill the septic system completely, in a timely manner (well flow rate is too slow), it would be necessary to have a load of water delivered to the site. The crib could then be filled completely, and the recovery monitored over a 24 hour period. This could be done when we inspect the septic tank so that the engineering costs (time on site) are minimized. D.
