Box 196650 Anchorage, Alaska 99519-6650 July 25, 2012 RE: Lot 7, USS 3200, response to review comments Dear Jay, 14530 ECHO CANYON ROAD ANCHORAGE, AK 99516 I wish to provide appropriate responses to the review comments on the subject property wastewater permit application, which we discussed over the phone last week. A copy of your comments dated 7/10/12 is attached, so that I can use the same numbering system for the responses. I discussed your comments with the property owner, and he will provide the requested information regarding comments # 1, 2, and 5. As you and I discussed with regard to comment #5, Anthony Lawrence is the best person to provide assurances to your department that usage of the proposed wastewater system upgrade will not exceed 3 bedrooms. Comment #3: After further discussing the existing deck configuration with the owner, it appears that the present deck is supported by a random arrangement of posts and piers. The deck and its supporting members will have to be totally removed in the process of installing the proposed upgrade. The existing septic tank will be properly decommissioned per code, and we will ensure that the new ATS treatment tank and pump basin are installed no closer than 5 feet from the building foundation. After the installation is complete, the property owner will re -build a suitable replacement deck, taking care that no deck supports are installed above or bearing upon any septic system components. Comment #4: After further discussing the existing subsurface drain system with the property owner who installed the system, I have prepared the enclosed stamped revised site plan illustrating to the best of my abilities the configuration of the subsurface drain. Essentially, this 4" diameter perforated pipe drain runs in a southwesterly direction along the back wall of the main residence building to intercept seasonal subsurface flow that had been previously affecting the building. After the drain leaves the building foundation, it the material switches to non -perforated PVC and continues in a southwesterly direction to pass under the walkway between the bath house and the main house to reach the driveway. From there the unperforated drain is buried under the north edge of the driveway/path until its discharge in the vicinity of the bridge over the small stream shown on the site plan. Box 19-6650 Anchorage, AK 99519 Dear Sirs: May 30, 2012 14530 ECHO CANYON ROAD ANCHORAGE, AK 99516 The purpose of this letter is to provide the required design narrative in support of our application to construct a new ATS wastewater disposal system to replace an existing undocumented system on Lot 7 or USS 3200, located at 250 Chickweed Lane in Indian, AK. The proposed upgrade is being done to comply with a municipal Zoning Enforcement Order. A site plan, soils logs, design drawings and construction specifications are enclosed for your review. Because of the complexity of this project, I met with Deb Wockenfuss on May 18 to discuss the design options. Although the lot is over two acres in size, a multitude of constraints exist that severely limit the useable area for construction of a wastewater disposal system - even using Category 3 ATS technology. 50 -foot road and utility easements on all four sides of the lot reduce the actually useable area to approximately 1 acre. Additional constraints which require waivers include: (1) Two small streams that traverse the lot in such a way that there is no area located greater than 100 feet from surface water. Even with optimum design, waivers will be needed for the ATS treatment tank to be as close as 50 feet from surface water and the residual disposal field to be as close as 65 feet from surface water. I believe that comparable waivers are routinely issued for Category 3 ATS systems. During installation we will endeavor to maximize actual separation distances. (2) The ground surface in the only area with suitable receiving soils slopes downward at between 30% and 40%, necessitating a waiver of the otherwise required setback of 50 feet for drainfields from slopes in excess of 25%. In order to construct the residual disposal field on this slope, it will be necessary to use a 2:1 slope for the backfill beyond the perimeter of the drainfield. From an engineering viewpoint this backfill slope should be perfectly adequate, provided it is properly revegetated. Because Category 3 ATS effluent is much cleaner than normal septic tank effluent, a clogging mat should not form on the bottom of the residual disposal drainfield. This means that the effluent will be able to readily flow into and downward through the excellent receiving soils, with little potential for daylighting downslope of the system. (3) The only suitable site for the residual disposal drainfield is directly uphill and slightly more than 30 feet away from a cutbank with a rock retaining wall behind the uphill side of the house. There is a foundation drain that goes around the foundation wall itself at a distance of slightly more than 40 feet from the proposed drainfield site. No naturally occurring seepage was evident at the foot of the retaining wall when observed at the height of breakup this year after an unusually snowy winter. In my opinion, it is unlikely that the installation of a soil absorption system in the proposed location will change this situation. In any case, Category 3 ATS effluent that has passed horizontally through more than 30 feet of native soil should be indistinguishable from groundwater. Steeper slopes observed uphill from the proposed disposal field site preclude the option of locating the system further away from the cutbank and foundation drain. (4) In addition to the aforementioned road easements, there also exists a 100 -foot CEA easement that runs along the west side of the property and encompasses the only suitable area for drainfield construction. Simultaneously with this submittal we are applying to CEA for a letter of non -objection, and will request CEA to provide a copy of that letter to you. Soils testing on this lot was done on May 8, 2012 and groundwater monitoring was conducted on May 15, 2012. These dates coincide closely with the time of year for seasonal high groundwater levels to be observed. A total of 4 test holes were dug, of which two were found to contain suitable soils for construction of a residual absorption system. Test holes #1 and #2 encountered similar soils with 1.5 to 2.0 feet of peat and loam overlying a clean but densely compacted stratum of sandy gravel that extends down to at least 6.5 feet. Two different percolation tests conducted in this stratum demonstrates percolation rates of 4 and 2 minutes respectively. In each test hole the clean sandy gravel stratum is underlain by a denser silty gravel stratum that showed indications of groundwater. One week after the test holes were excavated a stabilized seasonally high groundwater level was observed at a depth of 7.4 feet in TH#1 and at 10.6 feet in TH#2. The locations of another two unsuitable test holes, TH#3 and TH#4, are also shown on the site plan. TH#3 encountered significantly more silty gravel with significantly more water entering at 7 feet. TH#4 on the far side of the Conex encountered over 5 feet of debris fill, with groundwater observed only 2 or 3 feet below original ground. Based on the soil test information the only feasible site to construct the soil absorption system is in the area of test holes #1 and #2, with the bottom of the sewer gravel extending no deeper than 3.4 feet below ground level. With a measured percolation rate of less than 5 minutes per inch, the code would allow a soil application rate for a Category 3 ATS of 6 gpd/sq. ft. The proposed design uses a somewhat more conservative application rate of 4 gpd/sq. ft. Thus, the required effective absorption area for a 3 - bedroom system would be (3 x 150)/4 = 113 square feet. The proposed 30 -foot long 5 -foot wide soil absorption drainfield has an effective absorption area of 150 square feet. To further enhance its absorption performance and longevity the design includes a 12" thick layer of washed filter under the sewer gravel. Due to the many design constraints I am unable to designate a different site for a replacement drainfield, however in the event that the proposed drainfield were to fail some day, a similar replacement drainfield could be constructed in the same location. The Advantex treatment system components will of necessity be located in the vicinity of an existing deck on the south side of the house, and will be sited to maximize the separation to slightly in excess of 50 feet from the two streams that are starting to converge in that area. The waterline from the well runs first to the Bath House which contains the pressure tank, a shower, a toilet and a sink, and then on to the main house near the north edge of the deck. The Advantex system components will be located more than 10 feet from the water line, and the discharge line from the pump basin will be 1.25 in diameter HDPE, so it will have no joints within 10 feet of the waterline. Because this is an advanced treatment system I am requesting the property owner to come in to your office in order to execute the required maintenance agreement prior to final issuance of the permit. The filtered effluent is to be pumped up into a 5 -foot wide by 30 -foot long residual disposal drainfield located between test hole #1 and #2. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees. 1.4 The homeowner shall fell and remove trees in the construction area as specified by the contractor. and shall be responsible for finish radin�after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 "Advantex" AX -20 Advanced Treatment System: Note: The existing septic tank shall be properly decommissioned per code. The existing absorption system shall be abandoned in place. 2.1 The "Advantex" treatment unit major components include (1) a 1500 -gallon, 2 -compartment coated steel tank, (2) an "Orenco" AX -20 filter pod, and (3) an "Orenco" fiberglass pump discharge basin. All components shall be Municipally approved and shall be set level on undisturbed soil and backfilled in accordance with Municipal requirements as well as Orenco's and the supplier's instructions. Note: The owner shall be responsible for removing the existing deckf rom the area where the Advantex system components are to be located, and for rebuilding any deck structure desired after installation is complete. 2.2 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the tank shall have a minimum slope of 1/4" per foot. A foundation cleanout shall be installed within 1' — 4' from the building. 2.3 Since this protect is beyond the Municipal Building Code Enforcement Area, the electrical work shall be done by a licensed electrical contractor, who shall provide through the contractor to the engineer certification that all work was done in conformance with code requirements of the Municipality and the National Electrical Code. 2.4 The second compartment of the tank shall be equipped with a watertight, insulated manhole riser and cover extending a minimum of 6" above final grade with positive surface drainage away from the manhole. The Advantex AX -20 treatment pod shall be installed over the tank with the cover extending a minimum of 3 inches a.g.l. The contractor shall be responsible for determining the necessary length of the manhole riser, and for properly positioning the Recirculating Splitter Valve (RSV) in the riser. 2.5 An "Orenco" pump basin shall be installed downstream of the Advantex tank. The lift station manhole riser shall extend a minimum of 6 inches above final grade. 2.6 The control and alarm floats shall be set at the elevations specified by the supplier, and their proper operations shall be verified by the contractor. 2.7 The treatment unit shall be set up with a "VeriComm" remote monitoring system as supplied by the distributor, and the control panel for the unit shall be mounted at an approved location. 2.8 The discharge line from the pump basin to the residual disposal field shall be 1.25" diameter HDPE with no joints located within 10 feet of the existing waterline. 3.0 Residual soil absorption system: 3.1 The 5' x 30' residual soil absorption drainfield shall be constructed between test holes #1 and #2 as shown on the site plan. The long axis of the drainfield shall be laid out parallel to the natural contour of the ground. Note: The topography slopes downward at 30% to 40% in the drainfield area. The initial step will be to remove the native peat and upper portion of the sandy gravel to create a level surface at a depth of 4.4 feet below original ground level at the uphill side of the excavation. 3.2 Next, a total of 1.0 feet of ISF filter sand (<2% passing the #100 sieve and < 1% passing the #200 sieve) shall be placed in the excavation (as illustrated on the cross-section) to create a 5' by 30' level surface 3.4 feet below ground level on the uphill side of the excavation. The filter sand shall be compacted by foot as it is being placed. Next, a total of 0.75 feet of sewer gravel shall be placed on top of the sand filter material with the perforated distribution pipe laid level such that the pipe invert is no less than 0.5 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" washed gravel. The distribution pipe shall be fabricated from 1.25" diameter Schedule 40 PVC or HDPE with 3/16" diameter holes drilled in the bottom at 12 -inch intervals. 3.3 The monitor tubes shall be of 4" diameter and installed in the location shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.4 Approved filter fabric, two inches of rigid insulation and a minimum of 2.0 feet of soil cover shall be placed over the entire top surface of the sewer gravel. Fill slopes shall be no steeper than 2:1. After the rough grading is complete, the homeowner shall place topsoil and plant grass seed to promote rapid revegetation of all areas disturbed by the construction. 4.0 Inspections: 4.1 A minimum of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the filter material has been placed, (4) after the sewer gravel is in place and the distribution pipe has been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after rough backfill and grading is complete. The "Advantex" treatment unit and Orenco pump basin requires one inspection after the tank is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. Maintenance and Repairs. A. Throughout the term of this Maintenance and Repair Agreement, t e Owner hall maintain their AWWTS in a satisfactory condition capable of producing trea septic effluent in accordance with the equipment's approval for operation' in ed e_ Municipality,' The owner shall enter into a service agreement with an A S service and maintenance provider approved by the municipality and the manufacturer of the AWWTS for the entire term of the AWWTS. In additjon, it shall be the responsibility of the Owner during the term of this Maintenan and Repair Agreement, and any renewals thereof, at the owner's sole expense, o pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) reply went costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, and orders for the AWWTS. C. Upon request by the Municipality, the owner agrees to provide the Munieip written schedule of routine maintenance and repairs which have been perfo les 1 ed on the system. When a record of maintenance is documented and maintain: d by the system vendor, the owner agrees to allow the Munic information. D. Owner acknowledges that the fine for failing to maintain and repair an A ipality access to thi may be assessed in accordance with AMC 14.60 for improper discharge. E. Owner agrees that only maintenance and repair personnel approved by the Municipalitywi ill inspect and make any necessary maintenance repairs or permitted alterations to the system. F. Owner agrees to grant the Municipality reasonable access to test and inspect AWWTS upon 24 hours, written notice. G. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. e H. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municpali are the governing guidelines for the construction, maintenance and repair of th Owner's AWWTS. . Owner agrees to provide and maintain a telephone connection to the A ' S as required by the AWWTS approval. 6. Nonwaiver. The failure of either party at any time to enforce a provision o this Maintenance and Repair Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Maintenance and Repair Agreement or any part hereof, or the right of such party thereafter to enforce e h and every provision hereof. 7. Amendment. A. This Maintenance and Repair Agreement shall only be amended, modified changed by a writing, executed by authorized representatives of the parties the same formality that this Maintenance and Repair Agreement was exeeut d with and such writing shall be attached to this Maintenance and Repair Agreement as an amendment. B. For the purposes of any amendment modification or change to the terms and conditions of this agreement, the only authorized representatives of the parti are: a. Owner: Terri Lomax s b. Municipality:- Director, Community Development or designated au �rity C. Any attempt to amend, modify, or change this contract by either an unauthorized representative or unauthorized means shall be void. $. Jurisdiction: Choice of Law. Any civil action arising from this Mainte ce and Repair Agreement shall be brought in the Superior Court for the Third Jug cial District of the State of Alaska at Anchorage. The laws of the State of Alaska s all govern the nghts and obligations of the parties under this Maintenance and Re air Agreement. 9 Severability. Any provisions of this Maintenance and Repair Agreement e creed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Maintenance and Repair Agreement.
