Installation of traffic control devices and street name signs. C. Drainage improvements. d. Sediment and erosion control. e. Storm drain, if required. f. Installation of telephone and electric. g. Gas and cable, if provided. h. Walkways. Monumentation. 10. Submitting the following to Project Management and Engineering (PM&E): ✓a. A grading and drainage plan to resolve the need for drainage easements and drainage improvements and to demonstrate that all post development drainage patterns will not adversely impact adjacent properties or rights of way. 11. J,2I07�f' Uaw"� b. A Storm Water Pollution Prevention Plan (SWPPP) for review and approval. A notice of Intent to discharge (NOI) must be filed with the Environmental Protection Agency no less than 48 hours prior to commencement of work. Submitting information to satisfy the requirements specified in AMC 21.15 and AMC 15.65 for each lot of this proposed subdivision to On -Site Water and Wastewater Services that must include, but may not necessarily be limited to the following: a. Soils testing, groundwater conducted to percolation monitoring confirm the testing and must be suitability for Platting Board Summary of Action February 4, 2004 Page 7 C. Topographical slope information must be submitted. d. Supporting documentation on water availability must be provided. .�12. Showing the 100 -foot septic system setback on the final plat. 13. Resolving with Flood Hazard Review the need to submit base flood elevation data to Flood Hazard Review for the portion of Meadow Creek that is a part of this plat and outside the current study limits and show the 100 year floodplain limits on the plat. 14. Resolving the need with Flood Hazard Review the need to place a note on the plat that identifies those lots that are located within the 100 -year flood plain. The note shall state that a Flood Hazard Permit is required for any construction in the floodplain and that any structure(s) which will be located in the 100 -year floodplain are required to be constructed without crawl spaces with slab on grade a minimum of one (1) foot above the base flood elevation. A15. Submit an as -built survey of existing structures on the property (with respect to the proposed lot development using on-site wastewater disposal systems. Sincerely, Steve Eng, PE, PH� Enclosure: Aquifer Report Cc: Lee Coy Meadow Creek Estates Aauifer Test Steve Eng, PE, PH During April 5-10, 2005, an aquifer test was conducted on the new Meadow Creek Estates Subdivision. This subdivision contains 29 large lots, ranging from 1 to 3 acres in size. Three new water wells were drilled & test - bailed by Sullivan Water Wells. One well demonstrated a high flow and the other two wells were deeper, bedrock wells. The high flow well was similar to the three wells that were drilled last year in an aquifer test upstream. An evaluation of the data gathered is summarized below. Data was graphed on semi -logarithmic sheets. The upper aquifer is far superior to the lower bedrock aquifer. It is curious that the driller missed the upper aquifer on the other two wells. Future wells for the individual lots should be aware of the superior upper aquifer and should attempt to develop this. The Lot 8 well was test pumped at 45 gpm and is capable of a far higher rate if the well was screened and developed. The Lot 9 & Lot 14 wells are capable of 2 gpm. April 5, 2005: A flow test began on Lot 8 @ 0900. We attempted to draw down the well but could not bring the water level below about 30 feet due to the strong well yield. A higher horsepower pump was obtained and the test resumed @ 1025. This well initially pumped @ 45 gpm. The draw -down data is included. A 24 hour flow test was conducted, the flow diminished to 35 gpm, and then to 30 gpm toward the end of the 24 hours. A higher horsepower pump could have been used to maintain the 45 gpm flow. If a well screen had been installed in this well it is likely that a pumping rate over 100 gpm could be obtained. Transmissivity was calculated for the discharge well for the draw -down. This is a very high well yield and could even be higher if a well screen was installed and developed: T = 3686 GPD/FT (Discharge Well Draw -Down) The two observation wells on Lots 9 & 14 were monitored, but no change occurred to the water levels in these two wells. Because of the lack of data, it was not included in the report. There was likewise no reason to graph the meaningless data. The two bedrock wells did not appear to be connected by a homogenous aquifer. Since the observation wells did not respond, a Coefficient of Storage could not be calculated. April 6,2005: A 24 hour recovery test was completed on the Lot 8 well. The well demonstrated a strong recovery and was fully recovered in 24 hours. The Transmissivity was calculated for the discharge well for the recovery. The recovery Transmissivity was even higher than the pumping rate, but a relatively close value: T = 4608 GPD/FT (Discharge Well Recovery) Steve Eng, PE, PII April 7,2005: Since there had been no movement in either of the observation wells, a 24 hour test pump was started on the Lot 9 well. The test pump started @ 0900. A flow of 17 gpm was initiated until full draw down occurred. Then a stabilization was attempted on the flow by throttling it down via a valve. The well was stabilized for a time at 2 gpm, and then to about 1.5 gpm. The well was pumped for 24 hours. A Transmissivity was calculated for the first portion of the test. This value is much less than the high -flowing upper aquifer. It is not atypical for a bedrock well: T = 45 GPD/FT (Discharge Well Draw -Down) The observation well on Lot 14 was drawn down a maximum of 4' over the 24 hour test pump. This demonstrates an aquifer interconnection, but not sufficient to cause significant draw down at these pumping rates. A Coefficient of Storage was calculated for the bedrock aquifer: S = 0.9 The observation well on Lot 8 was again not impacted. This well actually continued to rise during the test pump of Lot 9. This is again evidence of two separate aquifers; an upper strong -flow and a lower bedrock aquifer. April 8, 2005: A 24 hour recovery test was run on the Lot 9 well beginning @ 0905. The well was fully drawn down to begin the recovery test. The Transmissivity for the first portion of the test was much higher than later in the test. This indicates maximum production at the lower water levels in the well: T = 23.8 GPD/FT (Discharge Well Recovery @ Maximum Rate) T = 2.64 GPD/FT (Discharge Well Recovery @ Secondary Lower Rate) The observation wells on Lot 14 also demonstrated recovery. The observation well on Lot 8 once again did not show any connection to the Lot 9 test. The well continued a small rise, as it did during the pumping phase of the test. April 9,2005: Following the 4-24 hour tests on Lots 8 & 9, a 4 hour pump test was started on Lot 14. This well was initially test -pumped @ 12 gpm until fully drawn down. After 15 minutes it was throttled back to 2 gpm at a full draw down of 127'. This continued for the full 4 hour test pump. Graphing yielded a close value to the Lot 9 bedrock well: T = 31 GPD/FT (Discharge Well Draw -Down) Steve Eng, PE, PH The recovery test was started @ 1300. The well was almost fully recovered after 24 hours. Two distinct Transmissivities were again noted; a higher value when the water was at maximum draw -down: T = 39 GPD/FT (Discharge Well Recovery @ Maximum Rate) T = 2.2 GPD/FT (Discharge Well Recovery @ Secondary Lower Rate) The observation well on Lot 9 responded to the pumping of Lot 14. Total draw down was 3.25' on the Lot 9 well. The Lot 9 well was almost fully recovered after 22 hours. MEADOWBROOK ESTATES SUBDIVISION PRELMINARY SUBSURFACE INVESTIGATION 1. Introduction This report represents a preliminary subsurface investigation for the proposed Meadowbrook Estates Subdivision. Twenty-nine test holes were excavated from November 11, 2003 through November 15, 2003. NorthRim Engineering was retained for the work by Mr. Lee Coy. NorthRim Engineering coordinated field work with Besse Engineering. Besse Engineering provided the subdivision layout, surveying, and also collected soil samples for laboratory analysis. Green General Contracting performed excavation services. NorthRim Engineering provided on-site soils analysis, test hole measurements, and conducted percolation tests. 2. Purpose of Investigation The purpose of this investigation was to obtain preliminary soils information for development of the proposed subdivision. Twenty-eight lots are planned for in the subdivision. All lots are over one acre in size and range up to almost three acres in size. At least one test hole was excavated on each lot for the purpose of determining if on -lot septic systems could be utilized for wastewater treatment. Soils also were evaluated for road -building potential. 3. Engineering Analysis The results from each test hole are included in this report. The soil throughout the subdivision was extremely uniform. Soils generally consisted of a uniform sand (SP) with gravel. Large cobbles were at times present. No bedrock was encountered in any of the test holes. The soil was very clean with little or no fines present (finer than #200 sieve). The soil appeared to be non -frost susceptible. Laboratory analysis will yield the gradation of particle sizes. Most of the test holes had no water present. Test hole 15 was excavated and filled with surface water from a seep; an alternate test hole was excavated and proved satisfactory (test hole 15A). All test holes are being monitored for groundwater. Groundwater measurements will take place later in November. 4. Results Soil analysis revealed an excellent material for on-site septic systems. The high percentage of sand is the best material available for wastewater treatment. The soil percolates rapidly, but due to the high sand content will meet the Municipality of Anchorage requirements for on-site systems. Groundwater levels will be obtained in the future.
