Bragaw Street Anchorage, AK 99507 Attention: Dan Roth Subject: Sandy Acres Subdivision S-11105 Water Availability Study Dear Dan: We have collected information on the wells on several lots surrounding Sandy Acres Subdivision to estimate the possible depths and production rates of future wells to be constructed on the four lots proposed for the subdivision. Well logs were located for the four lots in Amanda Place Subdivision immediately east of Sandy Acres. Logs were also found for Cabin By The Creek Subdivision and Cabin By The Creek Subdivision No. 2 directly to the south across O'Malley Road. Flow tests on the wells completed during health authority inspections were found on several of the wells and provide additional information concerning water availability. Wells studied vary in depth from 113' to 162' below the surface. The static water level varies from 30' to 80' below the surface. None of the well logs indicate the presence of bedrock and are constructed in mostly unconsolidated soil formations consisting of gravel, silt and sand. These formations are generally more productive for delivery of well water than bedrock formations. The wells are all lined with 6" steel casing the entire depth with the pumping level near the bottom of the well. The production rates noted on the well logs varied from 7 to 40 gallons per minute. Production rates noted during flow tests varied from 3.4 to 7.5 gallons per minute. In conclusion, it is highly likely the wells to be constructed at Sandy Acres Subdivision will be between 120' and 160' in depth. They will be constructed in unconsolidated soil formations and require casing the entire depth. Production rates from the well will be between 5 and 20 gallons per minute. Actual water system production will depend on the size of the pump Sandy Acres Subdivision October 20, 2004 Page 2 placed in the well and the interior plumbing in the house. It is apparent, based on our study and the results achieved on the wells surrounding this property that sufficient water is available for the development of the four lots in the proposed Sandy Acres Subdivision. Bragaw Street Anchorage, AK 99507 Attention: Dan Roth Subject: Sandy Acres Subdivision S-11105 Septic System Feasibility Study Dear Dan: Test holes were placed on 4 lots in the proposed Sandy Acres Subdivision in late May of 2003. The purpose of the test holes was to assess the underlying soil conditions and to determine whether septic systems could be placed on the lots to serve single-family homes. The test holes were placed to depths of 16' under the direction of Alaska Water and Wastewater Consultants. The results of their percolation tests and test hole logs are included as well as the water monitoring results. A monitor tube remains in place in each hole to determine the groundwater elevation over a period of time. The Municipal ordinance governing septic systems requires either a reserve area on each lot for septic systems or a minimum of three septic system sites designated on the final plat. These areas must be outside the 100' protective radii of all wells in the area. In addition, the sites must be 100' from any surface water or water body. No streams traverse the property and no surface water was observed over the proposed subdivision area. Based on the percolation rates achieved during our soils study the reserve area must be a minimum of 12,000 to 16,000 square feet. The attached drawing shows the proposed reserve areas for each lot along with the location of the well and the 100' protective radius. The topographic map indicates none of the surface slopes in the subdivision are greater than 25%. Based on our field study and water monitoring completed to date it appears each lot in this proposed subdivision is capable of supporting an onsite septic system and well. Copies of the test hole logs, percolation tests, test hole location map and the contour map showing the surface topography of the property are included for your use. The most recent water Sandy Acres Subdivision October 17, 2004 Page 2 monitoring results, completed on October 15, 2004 have been added to the test hole logs. In addition., we performed soils evaluation!testing for the purpose of design and construction of the road and future home foundations. Attached is a copy of the soil logs, laboratory data, and a site plan. i TOPOGRAPAHY: The topography of the lots is gently sloping from east to west with grades varying i from 10.30%. The only portion of the property that has slopes in excess of 25% is on the east portion o the proposed Lot 3; however, over 60% of Lot 3 has a slope of <15%, making it suitable (from a topography perspective) for onsite septic. SOIL PERCOLATION TESTS d GROUNDWATER CONDITIONS: A total of 7 test holes were excavated and percolation tests performed. The percolation rags ranged from 3.5 minutes per inch to 60 minutes per inch and groundwater was only present in test holes R I (at 14.5 feet) and R3 (at 13.9 feet). i Based upon this data, all of the lots are suitable for conventional, gravity flow, opsit: septic systems. The surveyor will need to identity a reserve area on the plat for the onsite septic systems basad upon the I, attached table from the Municipality of Anchorage Wastewater Disposal Regulations. These reserve areas should be identified in the general vicinity of the test holes. ROAD CONSTRUCTION: Two test holes were excavated in the proposed right-of-way and soil samples were taken to Alaska Test Lab to be classified in terms of"frost classification". The soil is primarily an F4 classification, which is frost susceptible. This will require that the organic layer and a portion of the'r4 soil be removed and replaced with non -frost susceptible (NFS) soil as dictated by the MOA standard specifications (MASS). We will perform this evaluation within the. next several days to determine what the excavation, fill, and insulation requirements will be within the road right-of-way. June 24, 2003 Tony & Sandy Blomfield 10200 Prospect Drive Anchorage, Alaska 99516 Subject: Development of Sandy Acres Subdivision Dear Mr. Blomfield: Per your request we performed a soils evaluation for the purpose of determining the ability of the lots in the proposed subdivision to support onsite wells and septic system. In addition, we performed soils evaluation/testing for the purpose of design and construction of the road and future home foundations. Attached is a copy of the soil logs, laboratory data, and a site plan. TOPOGRAPAIIY: The topography of the lots is gently sloping from east to west with grades varying from 10-30%. The only portion of the property that has slopes in excess of 25% is on the east portion of the proposed Lot 3; however, over 60% of Lot 3 has a slope of <I5%, making it suitable (from a topography perspective) for onsite septic. SOIL PERCOLATION TESTS & GROUNDWATER CONDITIONS: A total of 7 test holes were excavated and percolation tests performed. The percolation rates ranged from 3.5 minutes per inch to 60 minutes per inch and groundwater was only present in test holes #1 (at 14.5 feet) and #3 (at 13.9 feet). Based upon this data, all of the lots are suitable for conventional, gravity flow, onsite septic systems. The surveyor will need to identify a reserve area on the plat for the onsite septic systems based upon the attached table from the Municipality of Anchorage Wastewater Disposal Regulations. These reserve areas should be identified in the general vicinity of the test holes. ROAD CONSTRUCTION: Two test holes were excavated in the proposed right-of-way and soil samples were taken to Alaska Test Lab to be classified in terms of"frost classification". The soil is primarily an F4 classification, which is frost susceptible. This will require that the organic layer and a portion of the F4 soil be removed and replaced with non -frost susceptible (NFS) soil as dictated by the MOA standard specifications (MASS). We will perform this evaluation within the next several days to determine what the excavation, fill, and insulation requirements will be within the road right-of-way. The plat must designate the maximum number of bedrooms allowed on each lot. The area to be used for wastewater disposal system and replacement subsurface disposal fields must be designated on the plat for each lot as being unavailable for -use for driveways, parking areas, C. A holding tank shall not be considered as either the original or replacement site(s) for on-site wastewater disposal. C. on does not apply to subdivisions that received preliminary plat approval before May 20, 1986. D. After approval of the above, the Department shall conduct not less than two public meetings with adequate notice to property owners that may be affected. If approved by the property owners, there will be a public hearing before the Assembly. g. Financial. The provision of services will be paid by mill levy within such an assessment -service district. 1. The mill levy each year shall be adequate to support operation, maintenance, debt service, and a reserve for repairs and replacements. 2. All accounting, money management, assessment collection, and assigned rate of collections shall be provided by the Municipality of Anchorage. 3. The Hunicipality of Anchorage is to be reimbursed for services rendered. 4. It is not the intent for Limited Wastewater Assessment -Service Districts to be designed, managed, operated or funded by AWWU. Financing of the project will be borne by the district. 15.65.180 Subdivision standards._ A lot in a proposed subdivision that is to be served by an on-site wastewater disposal system must conform to the following standards: A. The minimum area of any lot must be 40,000 square feet within lot lines. The Department may require a larger lot area where necessary to meet the requirements of this section. B. Each lot in a proposed subdivision must contain minimum reserved space -suitable for the original and two replacement on-site wastewater disposal systems. The minimum reserved area may be determined by either of the following two methods: 1. total reserved area requirements may be determined from the Table 2 without consideration of subsurface disposal fields nor the number of bedrooms allowed on the plot; or
