Garness Engineering Group, Ltd. 3701 east Tudor Road, Suite 101 Anchorage, Alaska 99507-1259 Re: Indian -USS 3200, Lot 19 East 182'- Waivers and review of Engineering Documentation for a New Intended Use of an existing Facility that has been Evaluated by the Municipality of Anchorage-ADEC Plan Tracking Number 252hi Dear Mr. Garness, On July 22, 2015 the Department received an engineering plan submittal with documentation for the USS 3200, Lot 19 East 182 portion which was to allow a review of four waivers and the changes made to create a Class C Public Water System for a new Bed and Breakfast on this Lot. The waivers were evaluated for the existing septic tanks and found that the 150 foot distance could still be protective of public health if reduced as follows: The septic tank servicing the one bedroom ADU is reduced to 121 feet per the engineer's recommendation. The septic tank serving the two bedroom home is reduced to 128 feet per the engineers recommendation.. The onsite soil absorption field is reduced to 102 -feet per the engineers recommendation. The lift pump on Lot 19 A is also waived from the 150 foot distance to the existing 100 foot distance per the engineers recommendation. A continent on the waivers as were requested by the engineer. This is an older site with activities not expected to increase use and has been reviewed With this concern to the overall site. Should it be found that the site condition endanger public health or are a public health concern, the waivers will be rescinded. The testing for nitrates as nitrogen were accomplished the value of 1.56 mg/1 on 6/12/2015. This testing needs to be accomplished on a regular basis to ensure protection of public health. Please keep a copy of the test records on file at the facility. As this water system is a Class C Public Water System. This approval does not imply the granting of additional authorizations nor obligate any state, federal or local regulatory body to grant required authorizations. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division Dire'c'tor, 410 Willoughby Avenue, Suite 303, P.O. Box 111800, Juneau, Alaska 99801, within 15 days of receiving the decision. Guidance information on the informal review process may be found at http://www.dec.state.ak.us/commish/Review- Guidance.htm. Adjudicatory hearings requests must be delivered to the Commissioner of the Department of Environmental Conservation, 410 Willoughby Avenue, Suite 303, P.O. The septic system consists of a septic tank and a bed type drainfield. The shop/shed to the west of the driveway (see attached design drawing) has a 200 gallon water tank in it. The homeowner is proposing to install wastewater service to the shop/shed. We are proposing to install a 1000 gallon septic tank, served by the shed, and connect it to the existing drainfield. Attached is a design drawing showing the location of the proposed septic upgrade. I am unaware of any adverse impacts this upgrade would have on adjacent wells or septic systems. Based upon this disclosure, we told him to get the lines camera inspected. He retained ARM Septic Services to perform the work. ARM discovered multiple bellies in the service line from the FCO to the tank. They replaced the line from the FCO to the septic tank, so this issue is corrected. In addition, they discovered that a corrugated pipe had been installed between the 2005 septic tank and the drainfield. In the process of replacing the line between the tank and the drainfield they noted that there was 0.06 feet (less than 4 of an inch) of reverse grade between the invert of the septic tank outlet and the invert at the drainfield. The line between the tank and the drainfield was replaced, but the slight reverse grade still exists. According to the record drawings, there is 2.75 inches of drop through the 2005 septic tank; therefore the 3/4 -inch reverse grade between the tank and the drainfield will not impact the sewer line from the house to the tank and should not impact the performance of the septic tank. It is acknowledged that the line from the septic tank to the drainfield will have as much as 3/ of an inch standing liquid in it. Ideally, this issue will present no more of a problem than the pipe bellies (with standing liquid) we often see in double cleanouts after septic tanks.
