An additional test hole was excavated and a percolation test was performed. The approximate location of the test hole is located on the attached site plan. At the time of excavation on 5/13/04 water was not found. Ground water monitoring was observed after seven days and the test hole was still found to be dry. We do not anticipate any adverse effects on neighboring wells, septic systems, reserve areas or drainage patterns by the installation of the proposed septic system. Box 196650 Anchorage, AK 99519-6650 RE: Proposed Well and Septic Design Lot 3, Ravencrest Subdivision To Whom It May Concern: The proposed 4 bedroom house will be served by a private well and an on-site septic system. One test hole was excavated on the subject property during the development phase of this subdivision. A copy of this test hole log has been attached for your review. Both the primary and the replacement drainfields have been designed around the 30 foot radius of this test hole. Various test pits have recently been excavated around the lot which confirm the observations recorded on the attached test hole log. Additionally, the soils will be visually classified during construction to ensure that they are consistent with the attached test hole log. We are proposing the installation of a 1,250 gallon septic tank and 2 each, 3 foot wide x 50 foot long drainfield trenches to meet the wastewater disposal requirements of the proposed structure. Comments regarding this design are summarized as follows: Soils See attached soils log which details soil classifications, groundwater observations and percolation rates. Drainfield Design See attached design drawings for drainfield sizing calculations. Surface Waters There are no adjacent surface waters within 100 feet of the proposed well and septic improvements. Topography The lot has a gentle slopes from north to south and the proposed drainfield area is predominantly level. The proposed construction will not alter or impede the lot's natural drainage patterns. Groundwater and Bedrock No groundwater or bedrock were observed at any time during the original test hole excavation or in any subsequent test pits excavated on the lot. am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. Box 110358 • Anchorage, AK 99511-0358 Phone/Fax:336-3447 • E-mail. bth@gci.net Single Family On-site Wastewater Disposal System Construction and Material Specifications Subject Property: Lot 3 Ravencrest Subdivision Date: October 28, 2003 General: The scope of the project includes the procurement and installation of a 1,250 gallon, 2 - compartment septic tank at the location depicted on the attached site plan drawings. The scope of work also includes the installation of a new drainfield comprised of 2 trenches, 3 feet wide x 50 feet long with 7 feet of effective septic rock below the distribution piping. The location of the drainfield is shown on the attached site plan drawings. The total depth of the field will be 10.0 feet below existing ground, and the distribution piping will be placed at a minimum of 3.0 feet below the finished surface. All components of the proposed septic system must be constructed a minimum of 100 feet from any surface water or water wells in the area. A minimum of 4 feet of earthen cover is required over the septic tank and a minimum of 3 feet of earthen cover is required over the drainfield. In lieu of the required earthen cover, 2' thick, 40 psi, direct bury board foam may be substituted for an effective 18" depth of earthen cover. 2. Construction shall be in accordance with the approved site plan and design drawings and any special provisions noted on the Municipal well and/or septic permit. All materials, components, workmanship and construction practices shall comply with the Municipality of Anchorage's latest ordinances regarding wells and septic systems, as well as MOA, Development Services Department, On-site Water and Wastewater Program (DSD) policies. 3. The contractor is responsible for obtaining all underground utility locates, layout of the proposed system and verifying and maintaining all required separation distances to lot lines, surface water, wells, steep slopes, etc. 4. The property owner shall be responsible for final grading any depressions formed from settlement of the backfill material. The property owner is also responsible for revegetation of all areas disturbed by septic system installation activities. 5. Contractors installing wastewater disposal systems must be certified to do so by the MOA DSD, On -Site Water and Wastewater Program. Property owners installing their own systems must receive advanced approval from MOA DSD prior to system installation activities. 6. The contractor shall ensure that ALL materials being used are in compliance with the most current guidelines established by the Municipality of Anchorage. Please refer to 'Standards and Specifications for Component Parts and Materials Used in Construction of On -Site Wastewater Disposal Systems", dated December 2000, as provided by MOA DSD, On -Site Water and Wastewater Program. Lot 3 Ravencrest Subdivision Notes and Specifications October 27, 2003 Page 2 of 4 Septic Tank Installation: A new septic tank, of the size specified in the design drawings, shall be procured from a qualified manufacturer/supplier if the existing septic tank is found to be defective. Construction shall include two 4' diameter cleanouts for pumping access. 2. The burial rating of the tank shall be adequate for the actual burial depth encountered. 3. The tank shall be level and sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the tank shall extend a minimum of 12 inches above the final grade. 5. Tanks installed with less than 4 feet of cover shall be insulated. See general note 1. 6. The sewer service line from the house to the tank shall have a minimum slope of 2% unless prior approval is obtained from the engineer. 7. The inlet and outlet lines form the tank shall be bedded in drainrock or the soil shall be adequately compacted to prevent future settlement of the soil. 8. Septic tank inlets, outlets and cleanouts shall be fitted with watertight couplings (Femco, Caulder, or equal.) 9. A clean-out shall be installed 1 to 4 feet from foundation. 10. Post tank clean -outs shall be installed per MOA requirements. Does not apply to pressurized lines. 11. In areas with high groundwater, the septic tank shall be sufficiently anchored to resist buoyant forces when there is not adequate soil cover to resist the uplift force. The contractor shall refer to the engineer for direction regarding this matter. 12. The tank backfill shall be graded sufficiently to ensure positive drainage away from the tank. 13. All holding tanks and lift stations shall have an audible and visible alarm inside the residence being served. 14. All lift stations shall be wired in compliance with all MOA guidelines and the Uniform Electrical Code. A municipal electrical permit and inspections must be obtained in areas where required by the MOA. 15. The contractor shall verify that the septic tank/lift station water well, 150' from any class 'C' well and 200' from separation distances must also be maintained. Drainfield Construction: is a minimum of 100' from any residential any community water wells. Additional The drainfield shall be constructed per the dimensions outlined in the design drawings. If any discrepancies are noted, contact the Engineer immediately for clarification. Lot 3 Ravencrest Subdivision Notes and Specifications October 27, 2003 Page 3 of 4 2. The bottom of all trenches shall be within 2" of level. If the sidewalls or bottom of the excavation become smeared, they must be raked or scarified prior to placement of drainfield filter sand or septic rock. 3. A minimum of 2 feet of accepting soils is required below the drainfield rock for a 5' wide trench. The contractor shall verify this condition prior to placement of the septic rock. All pockets of unacceptable materials shall be removed and replaced. 4. The trench or bed must be a minimum of 5 feet from the test hole excavation. 5. All distribution piping must be installed level with the perforations facing downward, atop a level bed of drainfield rock. Septic rock shall then be placed atop the distribution piping to provide a minimum of 2 inches of cover above the piping. The septic rock shall not be "pyramided" over the top of the pipe, but shall be installed level across the entire width and length of the trench or bed. 6. A silt barrier or geotextile fabric must be placed between the drainfield rock and the native backfill. Installation of rigid board foam DOES NOT eliminate the need for the silt barrier. The silt barrier shall cover the entire drainrock surface. 7. Monitor tubes must be 4" in diameter and installed in the locations depicted on the design drawings. The portion of the monitoring tube below the septic rock must be perforated and the portion above the septic rock shall be solid. The monitoring tube shall extend a minimum of 12" above finished grade. 8. Backfill over the final gravel layer must not be less than 2 feet. Insulation must be installed when the backfill depth is less than 3 feet. 9. Drainfield trench backfill shall be mounded to prevent depressions from forming due to subsequent settlement of the backfill material. Grade areas adjacent to the drainfield to direct surface runoff away from the absorption trench. 10. The contractor shall verify that the drainfield 150' from any class 'C' well and 200' from distances must also be maintained. These inspections must be conducted under the supervision of a Professional Engineer licensed to practice in the State of Alaska. The first inspection must take place upon completion of the excavation for trenches, beds or pits and before the installation of any filter sand or drainrock. A septic tank may be set in place, but may not be backfilled. A tank may be set in place, but cannot be backfilled. The second inspection must be conducted after the placement of the filter sand, drainrock, monitoring tubes, standpipes, cleanouts, filter fabric and insulation. No backfill should be in place at the time of inspection. 2. The contractor shall provide a legible copy of all field notes relating to system layout and construction to the Engineer for use in preparing the record drawings for the proposed septic system. 3. The contractor shall coordinate all inspections with the Engineer. A minimum of 24 hours notice is required prior to start of construction. If necessary, a pre -construction meeting will be held on-site. AN Partnership is the developer of Ravencrest Subdivision, which, at the writing of this letter, is complete and awaiting recording of the subdivision plat. 1 understand Mr. Bacon is submitting for a building permit on the above referenced property and would like to start work on this project as soon as possible. The design for the proposed septic system is underway, but is not yet ready for your review. I respectfully request that your department approve his request for a building permit with the knowledge and assurance that a design submittal will follow shortly. As the design engineer for Ravencrest. Subdivision, I have performed the site evaluation for this development, prepared soils logs and percolation test reports, and found no evidence that would prevent the installation of an on-site water and wastewater system on any of the lots within this development. I would appreciate it if you would let the Building Safety staff review Mr. Bacon's building permit to allow at a minimum, a 'footings and foundation* permit to be issued so that we can begin excavation activities (driveway and foundation only). The soils logs and site information on the subject lot was submitted to your department during the subdivision approval process and should be on file. I am planning the design around the existing testhole and will try to utilize the primary and reserve areas as previously delineated during the subdivision process. Should we have to relocate the septic system (due to house location, sizing, etc.), we will perform additional testholes and percolation tests as required.
