SUBJECT: Comments on Cases due January 12, 2004
The On -Site Water & Wastewater Program has reviewed the following cases and has
these comments:
S-11217-1 Kincaid West Subdivision
The on-site well and wastewater disposal systems serving this property
have not been permitted nor approved by the MOA. Prior to approval of
this request, these systems must be shown to meet municipal requirements.

S-11217 Kincaid West Subdivision
Approval of the plat for 18 months subject to the following conditions:
1. Resolving utility easements.
2. Submitting information to On- Site Water & Wastewater Division which
shows that the systems serving this property meet Municipal
requirements.
3. Dedicating a public use trail easement within proposed Tract A to connect
to an existing trail easement within Lots 32 & 33, Block 3, Skyhills Phase
3 Subdivision. Location, size, and the need for any notes pertaining to the
trail to be resolved with Parks & Recreation.
4. Dedicating the existing 30' by 30' public use easement to right-of-way.
5. Resolving with Traffic Engineering, the need to dedicate additional right-of-
way for West 80th Avenue and Lucy Street.
Placing the following note on the plat:
Prior to the issuance of a building or land use permit, the applicant shall
provide a site drainage plan for the area affected by the application,
including an appropriate drainage outfall for surface water and roof
drainage. The drainage plan shall also indicate effects if any, on adjacent
properties.

Approval of the plat for 18 months subject to the following condition:
1. Resolving utility easements.
2. Resolving with On -Site Water & Wastewater Division, the need for soils
investigation and a reserve area to be shown on proposed Lot 4C because
this action reduces the lot in size.
3. Showing the correct plats of record (Sielker J in the title block.
4. Correcting the spelling of "regarding" in notes 1 and 2.

5. Extending the 10 -foot buffer landscaping easement to the south on
proposed Lot 4B.
6. Obtaining an encroachment permit from the Municipal Right -of -Way
section for the fence which encroaches into Cange Street.
7. Placing the following notes on the plat:
a. No direct vehicular access to Cange Street shall be allowed from any
lot.
b. Aircraft shall not use Cange Street right-of-way, or any other right -of -
way, for taxiing.
c. Lots 4A, 4B, & 4D are affected by a de -facto conditional use for a legal
non -conforming airstrip. The airstrip may not be enlarged or
expanded without approval of the Planning & Zoning Commission.
d. Buffer landscaping meeting the requirements of AMC 21.45.125.C.2
shall be installed and maintained within the buffer landscape
easement for the life of the property by the property owner or his/her
designee.
S-11219 Carventier Subdivision
Approval of the plat for 18 months subject to the following conditions:
1. Resolving utility easements.
2. Increasing the sanitary sewer easements along the north and east property
boundaries from 10 feet to 20 feet, and verify locations of service
connections to ensure that they will not cross new lot lines, per AWWU
comments.
3. Dedicating additional right-of-way along the west property boundary for
Boniface Parkway, for a total of 50 feet from centerline.
4. Providing a 10 foot buffer landscape easement along the east property
boundary of proposed Lot 1 where it abuts residentially zoned property per
AMC 21.40.180.N.1.
5. Providing a 6 foot arterial landscape easement along the west property
boundary of both proposed lots where they border an arterial street
(Boniface Parkway) per AMC 21.40.180.N.3.
6. Placing the following notes on the plat:

Dear Mr. Ruff:
Attached are the soil logs for the above referenced lot and a site plan showing the test hole
locations as well as the 10,000 square foot septic reserve area. Test holes 1 and 2 are located on
lot 3A-2 and test holes I and 2A are located on Lot E1/2 of A-3. The soil consists of sand and
sandy gravels with some silt with percolation rates faster than 1 minute per inch. The soil is
adequate for an on-site septic system. If you have any other questions, please do not hesitate to
